Collaborates with management and develops supply chain and associated management strategies in support of a Logistics program. Provides supply chain input to improve supply availability with a focus on getting the right material, at the right time and right place to support the facility.
Duties
Major Duties:
Resolves or contributes to the resolution of assigned high-priority duties related to inventory management, purchasing, and receiving and distribution methods of pharmacy supplies.
Coaches the team in selection and application of appropriate problem-solving methods and techniques; provides advice on work methods, practices, and procedures; and assists the team and/or individual members in identifying parameters of viable solutions.
Develops tools to support the pharmacy supply chain through simulation and analysis of supply chain.
Researches, learns, and applies a wide range of qualitative and/or quantitative methods to identify, assess, analyze, and improve team effectiveness, efficiency, and work products.
Acts as an advocate in interactions with management over pharmacy supply status and procurement through contracting or governmentwide purchase card program.
Ensures the organization's strategic plan, mission, vision, and values are communicated to integrated into the team's strategies, goals, objectives, work plans, and work products and services.
Performs management functions for administrative and human resources relative to the staff.
Trains or arranges for training of team members in methods and techniques of team building and working in teams to accomplish tasks/projects and provides/arranges for specific administrative or technical training necessary for accomplishment of individual and team tasks.
Schedules and reviews inventories and prepares data for the supervisor and management review.
Places government purchase orders and open market contract orders. Administers receipt and distribution to ensures proper storage of items received.
Provides on-the-job and/or informal training to staff and recommends more formal training.
Works with material handlers and supply technicians in to ensure items received are properly identified, classified, and labeled and processed into the automated inventory management system.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/27/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Ensuring the organization's strategic plan, mission, vision, and values are communicated to integrated into the team's strategies, goals, objectives, work plans, and work products and services.
Analyzing program performance and productivity on both a qualitative and quantitative basis in relationship to established goals and objectives.
Taking the appropriate action to correct deficiencies through training and related actions.
Resolving or contributes to the resolution of assigned high-priority duties related to inventory management, purchasing, and receiving and distribution methods of pharmacy supplies.
Assisting supervisor in the development of proposals and/or plans related to the implementation of new or modified program segments or projects.OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have .
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond post-high school education.

Physical Requirements: The work is sedentary. The employee typically sits at a desk or table with some walking and standing. Items carried typically are light objects and lifting of moderately heavy objects is not normally required.
