Joint Base McGuire-Dix-Lakehurst Pay Scale - $96,808 - $125,851
Duties
As a Budget Analyst, you will:
Coordinate with senior Project Managers, Program Managers and Senior Program Analyst in the direction, formulation and execution of Philadelphia District’s various programs.
Provide fiscal and budgetary expertise to the Project Managers, Program Managers and Senior Program Analyst and handles all assigned budgetary tasks in the presentation and defense of civil appropriations for single and multi-year funds.
Provide fiscal and budgetary expertise to higher graded program analyst and program manager and handles all assigned budgetary tasks in achieving the efficient execution of the current year CW, MIL, ENV and IIS programs.
Prepare monthly contract placements, conferring with personnel engaged in the various programs as necessary.
Conduct research to monitor and provide data on CW, MIL, ENV and IIS funding and justification for variances between actual and programmed expenditures and obligations.
Explain policies and procedures to operating personnel.
Provide guidance and cost analysis on budgetary matters to Project Managers.
Using established guidelines and procedures, review and coordinate work orders, intra-Army orders, etc.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position. Incumbent of this position is required obtained within 24 months of EOD.

Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes: (1) formulating and/or executing program budget(s); (2) analyzing financial data; and (3) utilizing an automated budget/financial system or software.
