This position is located in United States Department of Agriculture (USDA), Office of the Chief Information Officer, Information Resources Management Center.
The incumbent provides expert level advice and guidance regarding the planning and implementation of USDA's priorities, including coordinating, planning, developing, and executing special critical and/or sensitive assignments, position papers, proposals and recommendations.
Duties
Advise on the planning and implementation of the IRMC's priorities, including coordinating, developing, and executing special critical and/or sensitive assignments, position papers, proposals, recommendations, and inquiries, among other duties.
Work with other strategic leaders throughout government to challenge conventional approaches and develop new methods and systems for delivering mission benefits through the increased use of cutting-edge technologies and program solutions.
Establish and maintain effective and cooperative working relationships with USDA Senior leadership within and outside of the Department.
Establish and maintain ongoing contacts with various government agencies, technology vendors, and other organizations on behalf of the ACIO/DACIO.
Work with other leaders throughout the Department and government-wide to challenge conventional approaches and develop new and improved methods and systems for delivering IT mission benefits.
Present operational project status briefings and recommendations concerning long-range IT plans to top levels of USDA/OCIO management.
Represent the ACIO/DACIO on interagency work groups to develop governmentwide IT operational initiatives and solutions to critical issues and negotiates for the acceptance of the Departments position on key government-wide operational initiatives.
Serve as a technical advisor and subject matter expert to the Associate Chief Information Officer and Deputy Associate Chief Information Officer.
Coordinates major policy development and implementation initiatives, with a particular focus on ensuring alignment of USDA/OCIO policies and programs with the needs of other government agencies at the federal, state, and local levels.
Formulate, determine, or influence the policies of the USDA agency, it’s mission areas and staff offices in regards to the Information Technology budget formulation, acquisitions, workforce, governance, and strategy.
Provide guidance and leadership to program and policy initiatives with responsibilities including program planning and performance evaluation.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions and specialized experience, as defined below..
Time in grade:
Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
Specialized Experience:
GS-14: One year of specialized experience, equivalent to the GS-13 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as a Senior Program Manager. For this position, the specialized experience is:
Leading an information technology program while identifying its needs in relation to budget, workforce and governance;
Developing departmental strategies or policy in relation to information technology infrastructure; and
Defining program initiatives to enhance departmental efficiency and effectiveness.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
There is no substitution of education at the GS-14 level.
