Duties

Outgrants: Provides information and/or instruction to general public on procedures pertinent to applying for permits, licenses, or leases for government property. Under direction of higher graded Realty Specialist -- Prepares outgrants including cottage-site leases, minor licenses, rights of way, and minor land/building outgrants for private, commercial, and related uses. Under direction of higher graded Realty Specialist, reviews inspection reports and monitors database queries and determines if grantees are in non-compliance with administrative conditions of outgrants. Monitors the outgrant database as well as REMIS/CEFMS to insure prompt payments of rent by grantees. Assists Realty Specialists to collect and provide all available real property documentation and field evidence data concerning properties to be surveyed and performs duties in connection with boundary delineation and monumentation. Assists higher graded Realty Specialists to conduct on-site investigation of suspected encroachments and boundary line issues. Participates with real estate staff and end users to ensure accurate application of sound professional land surveying procedures, applicable legislative statutes, and common law principles.

Who May Apply: Positions are open to: Recent graduates who have completed, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution. Short-term training programs (e.g. several two-week programs completed) are not considered an academic course of study. Current students who will graduate no later than 31 DEC 2023. Preference eligible veterans who were precluded from applying due to their military service obligation begin their two-year eligibility period upon release or discharge from active duty. Eligibility for these veterans cannot exceed six years after degree or certificate completion. Applicants can be selected at either the GS-04, GS-05, GS-06, or GS-07. The target grade of this position is GS-07. After Program completion, Department of the Army Recent Graduates MAY be converted to a permanent position or to a term position (a project-based term of employment lasting between one and four years). To be eligible for conversion to a permanent or term position, Recent Graduates must: Be a U.S. Citizen Successfully complete all the requirements of the Recent Graduate Program as defined in the Agency Participant Agreement. Demonstrate successful job performance. Meet the Office of Personnel Management qualification standard including any applicable positive education requirements and/or selection placement factors and any other designated special qualifications requirements and conditions of employment (e.g. medical standards) appropriate for the position to which being converted. In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Minimum Qualifications for GS-04: General Experience: One year of general experience. General experience is progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled, such as drafting correspondence, inputting data into automated systems, or utilizing technical program applications such as Microsoft Outlook, Microsoft Word, Microsoft Excel and Microsoft PowerPoint. OR Education: Two years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of by 60. Add the two percentages. Minimum Qualifications for GS-05: Specialized Experience: One year of specialized experience which includes assisting in drafting responses to verbal or written inquiries, complaints, demands and/or claims concerning real estate matters; and utilizing technical program applications such as Microsoft Outlook, Microsoft Word, Microsoft Excel and Microsoft PowerPoint. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04). OR Education: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages. Minimum Qualifications for GS-06: Specialized Experience: One year of specialized experience which includes assisting in reviewing property titles; and assisting with responses to verbal or written inquiries, complaints, demands and/or claims concerning real estate matters. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05). OR Education: A half year (i.e., 9 semester hours) of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9. Add the two percentages. Minimum Qualifications for GS-07: Specialized Experience: One year of specialized experience which includes assisting with acquisition of real estate; reviewing property titles; and assisting with responses to verbal or written inquiries, complaints, demands and/or claims concerning real estate matters. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Real Estate or Business. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. Typing Proficiency Required: This position requires a qualified typist. A qualified typist can type 40 words per minute based on a 5 minute sample with three or fewer errors.
