This position is located in the Bureau of Diplomatic Security, Office of Personnel Security and Suitability, Adverse Actions Division. The Division is responsible for recommending adverse security actions related to security clearance eligibility. You will serve as a Personnel Security Specialist responsible for determining investigative sufficiency and adjudicating security clearance eligibility for a variety of exceedingly complex and/or controversial cases.
Duties
Conducts liaison with counterparts in other Federal agencies and within the Department and prepares referrals of individual cases for approval on security clearance-related considerations.
Develops criteria for identifying and analyzing trends in employee backgrounds, which raise doubts regarding clearance eligibility.
Prepares evaluations of investigations against national level criteria for investigative sufficiency and for suitability/security adjudication.
Recommends security clearance eligibility decisions in detailed case summaries and analyses, presenting comprehensive expositions on adverse information and security concern implications.
Recommends final security clearance eligibility decisions on extremely sensitive investigative information involving highly complex and controversial issues.
Requirements

- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
-Experience preparing evaluations of investigations against national level criteria for investigative sufficiency and for suitability/security adjudication. -Experience making final determinations for the issuance of security clearances or public trust certification based on information from referrals and background investigations. -Experience evaluating security clearance access eligibility in light of reports of background investigations and other legal documentation. -Experience serving as a technical authority on the development and interpretation of personnel suitability and security guidelines, policies, and regulations.
There is no substitute of education for specialized experience for the GS-13 position.
