The incumbent will serve as a Time and Leave Clerk with the facility title of Timekeeper organizationally aligned to the Business Office, Health Administration Service at the Richard L. Roudebush VA Medical Center. The position is responsible for providing timekeeper support for Health Administrative Service, utilizing the current Electronic Time and Attendance Systems(ETA) and performs general office support work which encompasses a variety of unique and unrelated duties and responsibilities.
Duties
Duties and Responsibilities:
Performs all timekeeping functions utilizing the electronic time and attendance system. Each timecard within the Health Administrative Service is posted and maintained from both electronic and subsidiary records and messages. Manages timecard corrections accurately and timely and assists supervisors in correcting timecard errors. Performs all timekeeping functions regarding overtime, compensatory time, and unscheduled nursing hours to include leave and tour changes. Ensures correct codes are utilized for indicating type of work, location of work, reason for overtime or compensatory time or unscheduled hours to include leave, tour changes and/or special times and days. Enters employee's schedules into electronic time and attendance system, ensuring correct times and staff are maintained daily. Prepares employee self-scheduling records for long term storage. Ensures accuracy in matching posted schedules and timecards are correct with appropriate codes. Prepares special reports required for management control, payroll reconciliation, and budgeting purposes. Runs time and attendance reports indicated by Supervisor and/or service. Prints reports as requested associated with staffing for the day and all other reports requested as part of time and attendance electronic system options. Provides timekeeper training through one-on-one training to supervisors or those identified by supervisor when needed.
Reviews time and attendance reports for diversified time and leave units. The timekeeper covers a wide array of different types of appointments and employment situations under various pay systems (title 5, title 38, compressed work schedules, intermittent/part-time and full time with different entitlements to pay, leave, and benefits based on these pay systems. Each system has an assortment of tours of duty (non-standard tours,
compressed, etc.) and is covered under different entitlements. The incumbent must determine proper application of these guidelines to each pay plan
involved. Computes and corrects any irregularities and /or provides specific guidance for corrective actions to input source. Maintains suspense on actions returned and ensures all actions are processed within the specific time frame allotted. Manages timecard exception reports notifying employees and supervisors and assists and trains employees and supervisors for timely resolution of exceptions.
Participates in quality improvement/system redesign initiatives at the service and unit level including responsibility for specific projects or initiatives. Performs data collection monitors and data extraction and prepares trending charts and reports including analysis of trends for use in identification of key areas for improvement by Supervisory Medical Assistants and /or Service Chiefs.

You may qualify based on your experience and/or education or combination of experience & education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-4 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: maintaining documentation regarding leave and pay, resolving and answering questions regarding timecard issues, keying, verifying overtime, holiday pay, etc., printing time and attendance reports, etc. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 4 years above high school. (Successfully completed education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite is creditable) OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond high school.
