This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The International Acquisition Director, NH-0301-04 positions are located in the Deputy Assistant Secretary of the Army for Defense Exports and Cooperation located at Arlington, VA.
Duties
Responsible for the execution of administrative and personnel management responsibilities related to the directorate, including conducting hiring panels, assigning work to subordinates and resolving issues.
Directs meetings to discuss various international acquisition topics with senior inter-agency USG officials.
Supervises the progress of actions being processed by the Capabilities Branches responsible for Army Security Cooperation processes, planning and coordination in support of assigned weapons systems.
Publishes guidance to the Army Security Assistance Enterprise (ASAE) for annual FMS forecasting and demand projections.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a Secret security clearance for the duration of employment.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- Selectees must meet position requirements for certification at Level (Advanced) in the Acquisition Career Field (Program Management) within 48 months of entrance on duty.
- This is a Critical Acquisition Position (CAP).
- Selectee must execute a written tenure agreement to remain in Federal Service in the position for at least three years.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance with sensitive compartmental information or access for the duration of employment.
- One-year supervisory probationary period may be required.

Specialized Experience: One year of specialized experience which includes: 1) Providing briefings to a variety of audiences in areas such as project status updates, project goals and objectives, and presenting proposals; 2) Developing analyses and composing reports of complex systems (i.e. mechanical, computer, and/or communication systems) to provide recommendations regarding performance and safety; and, 3) Applying business and management principles in relation to foreign military sales such as providing technical advice, strategic planning, and coordination of all resources to ensure proper planning of projects and/or programs.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03 or GS-13).
