Duties
This Accountant position is located in the Financial Management Division, Property, Plant and Equipment, Accounting Branch,Transportation Security Administration , Department of Homeland Security (DHS). Duties include but are not limited to:
Examines sub-ledgers against reports and automated databases for unreconciled transactions, identifies discrepancies in the posting of current and past transactions, records and proposes corrections for supervisor approval, enters corrections for erroneous postings and accounting classifications, and balances, reconciles and adjusts accounts and records to produce periodic financial reports and analyses. Recommends corrective actions as appropriate.
Leads the development of complex and complicated accounting policies, procedures, standards and guides for financial management area of expertise. Reviews proposed policy, procedure, and guideline changes by other offices and organizations and provides vetted comments as required.
Provides management with data required to utilize resources and maintain control. Verifies the accuracy of financial information published in the Reports. Collaborate with the supervisor on changes required in the automated accounting system to meet the dynamic requirements of the Agency and Federal government officials. Make presentations to management on special analytical studies of accounting data and trends as required; and/or provide financial management advisory services concerning financial operations, ensuring that the system is providing reliable financial information, and resolving technical problems.
Conduct complex accounting analysis and reconciliations, prepares journal vouchers and other related general ledger reporting entries for the monthly reporting to DHS and Treasury, and presents results to senior accountants and Manager with recommendations to internal and external stakeholders for accurate reporting and other tasks as required.
Recommends modifications and/or improvements for financial/accounting procedures, policies and financial systems. Ensures general ledger transactions and other accounting events are processed in accordance with the United States Standard General Leger (USSGL). Prepares and monitors various accounting to ensure accurate accounting treatments and using proper USSGLs for accurate financial reporting.
Identifies problem areas and determines actions required to improve operating program effectiveness and/or maintain the integrity of accounting records and financial information.
The major duties described reflect the full performance level of this position. Typically, the lower pay band (D and E Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.
Qualifications
To qualify for the SV-F Pay Band (equivalent to GS-9), you must have one year of specialized experience equivalent to the SV-E or GS-7 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialize experience is defined as:
Utilizing technology to properly record accounting data in an automated software system; an
Reviewing invoices (i.e. standard, commercial, pending, etc.) for payment terms
OR
Education: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree
OR
Combining Education and Experience: Combinations of successfully completed graduate level education (beyond the second year) and specialized experience may be used to meet total qualification requirements for this position and may be computed by first determining your total qualifying experience as a percentage of the experience required for the band level; then determining your education as a percentage of the education required for the band level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for the position.
To qualify for the SV-G Pay Band (equivalent to GS-11), you must have one year of specialized experience equivalent to the SV-F or GS-9 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialize experience is defined as:
Evaluating accounting data to ensure compliance with accounting guidelines {i.e., United States Standard General Ledger (USSGL) and Generally Accepted Accounting Principles (GAAP) etc.}; and
Identifying and resolving discrepancies in unreconciled transactions; and
Ensuring funds and/or other assets (revenues and/or expenditures) are properly recorded and accounted for in accordance with financial accounting procedures
OR
Education: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree
OR
Combining Education and Experience: Combinations of successfully completed graduate level education (beyond the second year) and specialized experience may be used to meet total qualification requirements for this position, and may be computed by first determining your total qualifying experience as a percentage of the experience required for the band level; then determining your education as a percentage of the education required for the band level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for the position.

Education
In addition to the minimum qualifications described above, you must meet the following requirement(s) to be considered qualified for the position:
- Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
- Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
- Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
