About the Position: Serves as a senior cost analyst, expert, consultant, and supervisory responsible for developing and applying operations research/statistical/mathematical methodologies and techniques to the problem of cost estimating/cost analysis for the program of activities associated with the research, development, production, and deployment of missile and space weapon systems managed by a PEO/Project Management Office (PMO).

Duties

Serve as PEO lead for the following activities: Acquisition Milestone coordinator; PEO Program Management Reviews; Configuration Steering Boards; PEO MS ACAT II-IV Program Reviews; PEO Acquisition policy; and PEO Monthly Acquisition Reports. Plans the studies and areas of investigation, and determines any and all critical features, and the kind and scope of any necessary supporting effort involved. Divides the study into phases and makes assignments to organization study team members. Establishes the phase study objectives which apply to a great variety of cost situations. Evaluates all data and integrates the results into a comprehensive evaluation and report. Presents reports to top management with full technical responsibility for the team product. Plans and conducts a program of studies designed to produce effective and efficient cost analyses within assigned area.

  • The duties of this position require submission of, on an annual basis, SF 450, Confidential Financial Disclosure Report.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Business-Cost Estimating certification within 48 months as of entrance on duty.
  • Must be able to obtain a Secret clearance.
  • This is a Critical Acquisition Position (CAP) Selectee must sign a written tenure agreement to remain in the Federal service in this position for at least three (3) years.

Basic Education Requirement for Operations Research Analyst (Series 1515): Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. NOTE: You must provide a copy of your transcripts. Evaluation of Education: The primary requirement of operations research work is competence in the rigorous methods of scientific inquiry and analysis rather than in the subject matter of the problem. Therefore, applicants should have sufficient knowledge of applied mathematics to understand and use the fundamental concepts and techniques of operations research methods of analysis. In addition, some positions may require knowledge of a specific subject area. Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g., Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science. The following are illustrative of acceptable courses: optimization; mathematical modeling; queueing theory; engineering; physics (except descriptive or survey courses); econometrics; psychometrics; biometrics; experimental psychology; physical chemistry; industrial process analysis; managerial economics; computer science; measurement for management; mathematical models in social phenomena; and courses that involved application of operations research techniques and methodologies to problems of management, marketing, systems design, and other specialized fields; or other comparable quantitative analysis courses for which college-level mathematics or statistics is a prerequisite. Courses in theory of probability and statistics are highly desirable, but are not specified as minimum educational requirements because to do so would possibly exclude some applicants who would otherwise be well qualified. In addition to meeting the education requirement above, to qualify for this position you must also meet the qualification requirements listed below: To qualify based on your experience, your resume must describe at least one year of specialized experience which prepared you to do the work in this job. Specialized Experience: One year experience equivalent to the NH-03/GS-13 grade level or equivalent pay band in the Federal service that includes:1) Applying the scientific methodology of several different disciplines (mathematics, engineering, physics, behavioral sciences, etc.) to tasks relating to the development, acquisition, and deployment of complex and technologically advanced weapon systems; 2) Performing cost analysis and cost estimating functions relating to the Life Cycle of the system; and 3) Experience preparing life cycle cost analysis/cost estimating studies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03 or GS-13). All Current Federal Employees MUST attach a current SF-50 for consideration. Without a SF-50, your application WILL NOT be considered.
