This position is responsible for the management of the Pipeline & Hazardous Materials Safety Administration employee benefits program in the areas of retirement, Thrift Savings Plan, Federal Health Benefits, Life Insurance, Flexible Spending Accounts, Long Term Care, Social Security, spouse and family entitlements.

Qualifications
To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or specialized experience requirements for the grade at which you are requesting consideration. To qualify for the GS-09 on Experience, you must have at least one year of experience equal or equivalent to the GS-07 it must include:
Experience with providing technical guidance and procedural assistance to managers, supervisors, and employees in executing a variety of employee benefits programs, which may include retirement, health and life benefits, Thrift Savings Program (TSP), etc.
Experience reviewing and interpreting policies, directives, and other issuances by the Office of Personnel Management (OPM), and outside control agencies for applicability to activities serviced.
To qualify for the GS-09 on Education alone, you must have:
2 years of progressively higher level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree.
You can also qualify based on a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.
To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include:
Experience with federal employee benefits, retirement, Federal Employees Compensation Act (FECA) and leave programs.
Experience providing guidance to employees on federal benefits, retirement, leave programs.
Experience developing and conducting information or orientation programs for management and employees on federal benefits, retirement, leave programs.
To qualify for the GS-11 on Education alone, you must have:
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.
To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include:
Experience interpreting and applying federal employee benefit practices, policies, laws and regulations in order to research and resolve employee benefits issues and problems;
Experience providing guidance and assistance on the full range of employee benefit programs, including retirement, insurance, health benefits, Federal Employees Compensation Act (FECA), and service computation; and
Experience developing informational materials on new, changed, and pending policies affecting employee benefits.
You cannot qualify on education at the GS-12 level; you must have experience.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Insurance - Knowledge of various types of insurance, insurance regulations, claims processing, examination, adjudication, or adjustment.
Personnel and Human Resources - Knowledge of hiring, classification, benefits, labor relations, negotiation, and Federal, state, and local employment regulations.
Oral Communication (‡) - Makes clear and convincing oral presentations. Listens effectively; clarifies information as needed.
