This position is located in the Press and Executive Communications Division, Office of Public and Congressional Affairs (CA/FO/P/PEC), Bureau of Consular Affairs (CA), Department of State.
Duties
Serves as the senior advisor for the Press Unit on developing strategic assessments of Consular Affairs media outreach goals and objectives, including resource requirements. Prepares the Press Unit's strategic plans.
Mentors, guides, trains, and provides technical assistance to less experienced specialists assigned to the Press Unit.
Provides expert media, communications planning, and technical advice on exceedingly complex, high-priority consular information products to the Bureau spokesperson.
Analyzes the current foreign and domestic press and public affairs environment, interprets the significance of trends, events or developments that evaluate the potential effects of proposed plans and strategies.
Oversees the day-to-day operations of Press Unit.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.
Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Specialized Experience: Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience with the role consular work plays in promoting U.S. foreign policy and the development and execution of media strategies in support of consular work across the globe.
Experience with the design and production of communications strategies to improve perceptions of Bureau priorities, programs, policies, initiatives, and activities.
Experience collecting, analyzing, and presenting information to formulate well-formed conclusions and recommendations.
There is no substitute of education for specialized experience for the GS-14 position.
