About the Position: This position is located in Fort Sam Houston, Texas with the Army Contracting Command Mission & Installation Contracting Command (MICC), Field Directorate Office (FDO). Mission: Deliver ready, decisive, and synchronized business solutions and contracting support to the Army enterprise. Vision: Operationalized support focused to enable and sustain the Globally Dominant Land Force.

Duties

Serves as Deputy to the Director participating fully in the administration and supervision of a diverse staff in the execution of MICC's Contracting and Procurement Program. Participates with Director in establishing and maintaining an integrated plan for the contract and procurement management system. Serves as a senior Contracting Officer (KO) and technical expert in the field of procurement operations, policy, compliance and review. Advises on the most effective and economical methods and techniques to accomplish MICC's procurement mission. Plans overall work operations, sets priorities, establishes objectives and evaluates results. Ensures MICC's vision, mission, and objectives are deployed and executed. Provides recommendations toward long-range planning of procurement programs and resources. Prepares performance appraisals on subordinate supervisors and serves as Senior Rater for selected personnel. Provides guidance to employees in identifying training and development needs to enhance their capabilities.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the employee to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position requires submission of a Financial Disclosure Statement OGE Form 450, pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Professional within 36 months of entrance on duty in accordance with the DoDI 5000.66, change 3.
  • This is a Critical Acquisition Position (CAP). Acquisition Corps Membership is no longer required for Critical Acquisition Positions (CAP). However, waivers will continue to follow the current DACM waiver requirements and processes.
  • This position requires a written tenure agreement to remain in Federal service for at least three years upon entering this position.
  • Appointment to this position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Basic Requirement for Supervisory Contract Specialist:Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. - OR - Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: 1) Leading a Contracting or Procurement office to include planning, organizing, and pre and post award contracting functions; 2) Reviewing solicitations, awards, contracts, and other procurement actions for compliance with applicable policies, regulations, and statutes; AND 3) Influencing or motivating persons or groups to take actions related to advancing the fundamental goals and objectives of the contracting program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Requirements for Critical Acquisition Position (CAP): Critical Acquisition Position (CAP): Acquisition Corps membership is no longer required for Critical Acquisition Positions (CAP). Individuals occupying CAPs must meet the following minimum qualifications or have an approved waiver signed by the DACM before the final job offer is made: a. Have four years of acquisition experience. b. Be DAWIA certified at the highest level for the Functional Area of the position, within their specified grace period, with the exception of Program Management (PM). The minimum CAP qualification for the PM Functional Area is Practitioner level. c. As a condition of employment, execute a three-year tenure agreement. CAP Qualifications listed above will be verified by hiring manager prior to final job offer.
