The Health System Specialist (Strategic Project Manager) is located in the Director's Office of the VA Bedford Healthcare System Network (VISN 1).This position is full-time, 40 hours/week.

Duties

This position serves as the Strategic Planner, the incumbent is primarily responsible for developing and implementing the Director's strategic vision for the VA Bedford HCS. The Strategic Planner serves as an integral part of VA Bedford HCS Leadership Team, serves as the regional representative for strategic planning for the East Market and VISN 1. The VA Bedford HCS Strategic Planner works under the supervision of the Medical Center Director and works closely in a technical capacity with the planners at the community, regional (external to VHA), VISN and VHA levels as well as local senior leadership. The Strategic Planner serves as the subject matter expert on Strategic Planning for the entire Healthcare System. The incumbent represents VA Bedford HCS on the VISN 1 Strategic Planning Committee, is member of VA Bedford's Executive Leadership Committee, oversees the VA Bedford HCS Strategic Planning Committee, and hosts the annual VA Bedford HCS Strategic Retreat. Planning, developing, managing, and implementing the strategic initiatives for the regional service lines and coordination with the regional and national partners of the VA Bedford HCS. Serve as the strategic planner for the East Market, developing planning considerations for the East Market in coordination with VA Boston and VA Providence Healthcare Systems. Provide expert operational support to management through evaluative, analytical, coordinative, planning, administrative, developmental. interpretative, and judgmental methodologies. Ensures that VA Bedford HCS strategic planning programs comply with applicable Joint Commission, Federal, State, and local regulations, Executive Orders, and VHA and VA strategic planning program requirements. Serves as the resident expert on healthcare strategic planning and provides input to the Human Resources lead to ensure VA Bedford HCS workforce of the future fits the strategic requirements. Makes presentations regarding Strategic Plan, Goals and related topics at the VA Bedford HCS Director's Staff meetings and Executive Leadership Council. Serves as Project Manager on critical system redesign projects at the facility and regional level. Performs as a critical member of the project team, acting in a consultative role to ensure that the project teams are using VA compliant project management, policy, processes and procedures. These include all requirements for project approval, acquisition submission, and review processes. This position is at the full-performance level of GS-12. Incumbent may be required to perform duties involving bending, reaching, turning and other movements of the hands, arms, feet and body. They must be able to walk inside and outside to other sites on campus and access active construction sites including walking on rough, broken ground and moving around heavy machinery. These actions are necessary to evaluate space needs and ongoing projects. The incumbent will occasionally be required to lift objects weighing up to 50 pounds. Notifications: This position is in the Competitive Service. Interchange Agreements with Other Merit System: Employees who occupy medical or medical-related positions and were appointed under 38 U.S.C. 4701(1) or (3) [formerly 38 U.S.C. 4104 (1) and (3)] must be serving in a full-time position without time limit and have served continuously for at least one year in this other merit system to be eligible to convert to the Title 5 System. Some exceptions to this rule may apply if you have previously acquired tenure under a Title 5 appointment. Current employees must submit copies of their most recent SF-50, (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held. This position is covered by locality-based comparability pay.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Preferred Experience: -3 years of experience in the healthcare setting-Knowledge of multidisciplinary project management, delivery methodologies and techniques in order to manage, identify, evaluate, recommend and implement projects.-Certified as a project management professional by an accrediting organization or Lean Six Sigma Yellow Belt trained and certified. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. For the GS-12 position your experience must be equivalent to at least a GS-11. Examples of specialized experience would typically include, but are not limited to: Expert level knowledge of health system services; Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities. There is no educational substitution for the GS-XX level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
