About the Position: The U.S. Army Audit Agency serves America's Army by providing objective and independent audit services. You will have the opportunity to apply critical thinking skills to conduct performance audits, examining the effectiveness, efficiency, accuracy, relevance and safety of Army programs. You will investigate, analyze, and help develop conclusions and recommendations presented to the highest levels of Army leadership about critical Army programs.

Duties

Serve as an auditor-in-charge or technical audit manager and provide expert audit services covering broad departmental programs. Identify the need for an audit and initially define program areas by discussing with program specialists, program managers, and technical personnel in various commands relating to audit emphasis and the nature of and extent of problems/concerns. Plan projects to realize envisioned benefits (monetary and non-monetary) and meet Generally Accepted Government Auditing Standards (GAGAS) and Agency policies. Approve tentative audit objectives and make final determination of staff capability versus audit requirements. Participate in entrance conferences with high-ranking officials, direct the survey which includes intensive analysis of problems related to audit objectives, and establish a multi-location audit workshop to refine audit objectives. Execute the audit program by maintaining close coordination and by making field visits in order to evaluate progress in problem analysis and adherence to standards. Provide guidance to assigned audit staff in developing specific approach (locations, scope, audit tests) to fully answer objectives. Communicate to audit staff the direction, goals, and potential outcomes of assigned projects; and make staffing recommendations regarding required auditor skills/experience, and the use of technical experts (non-auditor).

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain an interim Secret clearance prior to employment, and maintain a fully adjudicated Secret clearance during employment.

Degree: Bachelor's degree (or higher) in accounting; or a degree in a related field such as Business Administration, Finance, or Public Administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR B. Combination of education and experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Experience required: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: planning and executing an audit program, reporting audit findings, and mentoring subordinate auditors. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
