Duties
Plans, organizes, and directs the activities, training and workload of the RSA Division, ensuring that all assigned programs comply with legal and regulatory requirements and meets customer needs.
Prepares and/or directs preparation of requirements/program plans on annual and on-going basis to support the Agency and the CAD in achieving overall program objectives and management goals.
Researches, interprets, analyzes and applies Cost Accounting Principles, Defense Acquisition Regulations, Contract Audit Manual, Cost Accounting Standards, and other Governmental procurement laws and regulations.
Exercises supervisory personnel management responsibilities
Serves as a technical advisor and consultant to CAD management officials and FAO managers on complex, sensitive, and highly technical audits, policy and program matters.
Monitors, plans, organizes, and directs the Reimbursable Management Program, the Records Management Program, and the Inventory Program for the CAD
Qualifications
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp.
Basic Requirements:
Degree: accounting or a related field (such as business administration, finance, or public administration) that included or was supplemented by 24 semester hours (or 36 quarter hours) in accounting (may include up to 6 hours of business law).
OR
Combination of education and experience: 4 years of accounting experience or a combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours (or 36 quarter hours) in accounting/auditing courses or a certificate as Certified Public Accountant or a Certified Internal Auditor.
Specialized Experience: In addition to meeting the basic requirements, you must have one year of specialized experience at the GS-13 or equivalent level. Specialized experience must be documented in your resume. Specialized experience is defined as providing technical guidance and staff assistance to field audit offices in a variety of audit program areas; researching highly technical and complex audit issues demonstrating expert knowledge of audit standards; researching highly technical and complex audit issues demonstrating expert knowledge of audit standards; analyzing Management Information System (MIS) data to ensure policy compliance and program plan accomplishment; developing/executing special programs/projects related to complex audits or MIS administration.
