This position is located at the National Headquarters of the USDA Forest Service. The incumbent for this position will serve as the assistant webmaster for the agency's external website. For additional information about the duties of this position, please contact Mason Lowery at [email protected]

Duties

You will identify, develop, and manage content for website, social media, and video communications campaigns needed to address critical issues. You will coordinate with the Forest Service web management team and provides direction for all upgrades and changes to the external website. You will coordinate with Network Administrators and Internal Communications to oversee the agency’s internal intranet and SharePoint sites and provide direction and guidance for developing and improving these sites. You will use a variety of communications methods and techniques (i.e., written, oral, visual and personal) in devising the appropriate communication method for each public affairs campaign. You will analyze public reaction and recommends changes to improve understanding.

Requirements

Qualifications

Provide course descriptions as necessary. Specialized Experience Requirement: For the GS-12: You must have one-year specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as a majority of the following: Assisting in identifying, developing, and managing content for websites and social media communication campaigns; participating in the development and implementation of public affairs communication plans, program strategies and techniques for dealing and addressing complex issues; creating 508 compliant and plain language communication products; analyzing comments and recommends changes to improve understanding and minimizing misconceptions of programs, services, and policies; recommending strategies for improving effectiveness, adoption of new tools, and implementing new methods and tactics for reaching a broader audience. For the GS-11: You must have one-year specialized experience equivalent to the GS-09 in the Federal service. Specialized experience is defined as a majority of the following: Working with public affairs specialists and others to coordinate, manage and generate content for digital publication; Designing and developing multimedia-based information such as web graphics and content for internal and external websites; Assisting in management of social media accounts and other authorized accounts; creating 508 compliant and plain language communication products; and staying current with and assists others to apply Federal, Departmental, Agency, and Regional regulations concerning web and social media use. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

Education

In lieu of Specialized Experience, you may also use education/experience directly related in the amounts listed below:
GS-11:
  • Ph.D. or equivalent doctoral degree; OR
  • 3 full years of progressively higher-level graduate education leading to such a degree; OR
  • LL.M., if related; OR
  • Combination of specialized experience and education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading toward a Ph.D.). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities to do the work.
