The primary purpose of this position is to to serve as a senior program analyst planning, organizing, and determining necessary policies, regulations, directives. programs, doctrine. and procedures for the establishment and maintenance of assigned major Acquisition programs involving Air Force space/cyberspace operations.

Duties

1. Applying Air Force military space and cyberspace operations experience, analyzes tests, and evaluates assigned major command program(s). 2. Documents planning und test programming decision/recommendations lo appropriate formats to meet Air Force and Major Command requirements. 3. Prepares and delivers oral presentations such as briefings, trainl11g sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation. 4. Actively participates in the strategic planning processes to improve organizational directions and focus using qualitative and/or quantitative methods and techniques.

  • PCS expenses if authorized will be paid IAW JTR and Air Force Regulations. This is a Centrally Managed position under the Force Support Career Field.

  • The work may occasionally require travel away from the normal duty station on military or commercial aircraft.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Management and Program Analysis Series 0343, Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes planning, organizing, and developing studies or projects, and to negotiate effectively with management; knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of critical command plans and programs for participating in or conducting major operations such as munition capabilities, development, test and evaluation, fielding and employment; munition capabilities, development, test and evaluation, fielding and employment; munition mission areas including tactics, techniques and procedures; munition mission execution and integration with ground forces and other airborne and space assets; and associated mission and flight operations, tactical training, deployment, mobilization, PPBE, acquisition, special operations, exercise, training systems, foreign military sales, contingency, or similar operations. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as Space Situational Awareness & Command and Control; Space Protection; Space Intelligence, Surveillance &. Reconnaissance. 2. Knowledge of military (including command level) program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness or planning actions related to actual events; 3. Knowledge of the application of military space/cyberspace operations expertise as they apply to programs and weapons systems. 4. Skill in designing and conducting comprehensive studies and preparing solutions to especially broad, important, and severe military operational and contingency areas. 5. Ability to plan and organize studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. 6. Ability to communicate effectively both orally and ln writing: negotiate complex issues; and maintain good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
