The Tucson (SAVAHCS) VA Healthcare Network is recruiting for a Licensed Pharmacist Facility Program Manager. The Informatics Program Manager coordinates all data management, information systems and automation technology for the Pharmacy Service. The incumbent uses a combination of advanced knowledge of pharmaceuticals, pharmacokinetics, pharmaco-economics and pharmacotherapeutics to organize information to provide a solid base upon which Management can make effective data driven decisions.

The major duties and responsibilities include but are not limited to:
Coordinates all data management, information systems, and automation technology for the Pharmacy Service.
Uses a combination of advanced knowledge of pharmaceuticals, pharmacokinetics, pharmacoeconomics, and pharmacotherapeutics to develop and analyze information to inform clinical practice and inform decision making.
Analyzes Pharmacy Service hardware and software needs, streamlines procedures and processes through information management, data analysis, automation, and new technology.
Executes configuration changes to hardware and software to meet evolving and complex computerized initiatives (CPRS, BCMA, Omnicell, ScriptPro, etc.) and Pharmacy Service needs.
Creates computerized files, templates, and databases to obtain automated clinical and administrative data used by the Pharmacy Service Management team to produce managerial reports for local, VISN and National purposes.
Collaborates with VA and community information systems personnel to share information and participate in activities that increases the quality of patient care through information systems management and automation.
Coordinates, interfaces, and manages all Information Technology aspects with local and national IT staff, Automation Data Processing (ADP) Coordinators from other Clinical Services.
Gathers and interprets data about Pharmacy Service work processes and design management information systems to capture data about these processes.
Develops and maintains guidelines, audit systems, criteria, etc. to determine trends, produce data, and monitor performance of the pharmacy service.
Maintains Pharmacy files for optimum function of pharmacy packages and other related facility packages ensuring uniform format and data accuracy. Files include drug file, intravenous additive file, primary solution file, National Drug File, inventory file, and any other file affecting the functionality of the Pharmacy Service.

Qualifications

Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education:
Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree.
Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).
Licensure. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia.
Grade Determinations: Licensed Pharmacist, GS-13
Experience. In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level.
Facility Program Manager. Manages all aspects of a distinct program to include policy development, quality resources and specialty functions unique to the program to optimize cost effectiveness (budget) and patient outcomes. Coordinates a single program area of a complex pharmacy operation, or multiple program areas within a facility to develop, organize, manage, and control complex pharmacy programs. Develops, organizes, coordinates and manages single or multiple program areas within the medical facility; this may include a single program area at multiple facilities. The Program Manager title is reserved for those individuals who have one or more of the following: supervisory responsibilities for various sections within Pharmacy Service; a complex program requiring coordination of multiple locations such as medical center care facilities, Community Based Outpatient Clinics (CBOCs), rural health, telemedicine, etc; specialized areas of a complex nature such as nuclear pharmacy, quality assurance, pharmacy informatics, clinical applications coordinator, Home Based Primary Care, pharmacoeconomist or liaison pharmacist duties requiring the coordination of processes with other medical facilities or VISNs.
Expert understanding of regulatory and quality standards for their program area.
Ability to communicate orally and in writing to persuade and influence clinical and management decisions.

The full performance level of this vacancy is GS-13.
Physical Requirements: The work requires the regular and recurring use of a computer monitor and prolonged periods of sitting. However, based on the secondary duty assignments, the work may require regular and recurring physical exertion, involving standing for prolonged periods of time, lifting/carrying of pharmaceutical supplies weighing up to 40 pounds and bending/stooping.
