The Supervisory Administrative Specialist supervises the program support assistants in the Department of Medicine Service and provides assistance and serves as an extension of the Administrative Services Manager. As such, the incumbent assists in the coordination of the administrative, operational, and planning activities within Medicine Service for the independent performance of administrative duties as delegated by the Administrative Services Manager, Medicine Service.
Duties
This position is covered by American Federation of Government Employees (AFGE) bargaining unit.
Major Duties include, but are not limited to:
Monitors day-to-day operations of the program support staff.
Assists the Medicine Service in training, administration, supply, maintenance, recruitment, inspection, and discipline and liaises with other hospital departments.
Reviews incoming directives, policies, and instructions from VHA, Joint Commission, and internal direction.
Reviews the status of programs and activities through periodic staff visits, meetings, review of training evaluations, and inspection reports. Directs and monitors compliance actions and actions required to improve programs through staff visits, inspections, and written directives.
Serves as the primary administrative point of contact for educational affiliates, coordinating site visits, Residency visits, Fellowship programs, and requirements.
Assigns, distributes, and reviews the work of subordinates.
Establishes and evaluates performance standards and training needs.
Ensures compliance with EEO, Union, and other regulatory or contractual requirements.
Utilizes databases/spreadsheets to create, enter, revise, sort, calculate, and retrieve data for recurring and special reports.
Assures subordinates' compliance with training, required certificates, and/or licensures.
Coordinates and conducts audits of equipment on a routine basis.
Maintains accuracy of Medicine Service's Equipment Inventory Listings (ElLs).
Writes policies and procedures.
Work Schedule: Monday - Friday 8:00am - 4:30pm.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/06/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience, education, and/or combination as described below:
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Experience reviewing incoming directives, policies, and instructions from VHA, Joint Commission, and internal direction; analyzing data on the effectiveness of programs and operations in meeting established objectives; experience assigning, distributing, and reviewing the work assignments of subordinates; obligating funds for individual contracts and maintaining budget controls; and experience in maintaining Equipment Inventory Listings (EILs). OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
Note: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond 1 (one) full year of graduate level education. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
