About the Position: Serve as a Program Analyst with the U.S. Army Corps of Engineers, Great Lakes and Ohio River Division (LRD). Position will be filled in one of the seven LRD District locations or Division Headquarters in Cincinnati, OH. Situational Telework as determined by agency policy.

Duties

Serves as Senior Program Analyst with a specialized expertise in the US Army Corps of Engineers (USACE), Army and Federal Automated Information Systems (AIS). Systems Include: Program and Project Management Information System (PROMIS/P2), Enterprise Data Warehouse (EDW), Corps of Engineers Financial Management System (CEFMS), and Resident Management System (RMS) for the Great Lakes and Ohio River Division. Serve as expert advisor to Great Lakes and Ohio River Division (LRD) in implementing, maintaining, and reporting data for all division programs and projects including planning, design, construction, operation and maintenance and regulatory functions. Provide data and analysis for national and regional governance forums for all assigned programs (Program Management Reviews, Directorate Management Reviews, Command Management Reviews, Executive Governance Meetings). Coordinating, training, coaching, facilitating and mentoring the report writers and P2 users and ensuring that the USACE Headquarters’ strategic plan, mission, vision and values are communicated to the team. Serve as Lead Program Analyst and data management expert for the LRD Programs Support Division, responsible for conducting critical analysis of programmatic information in support of regional Program Management Reviews.

Specialized Experience: One year of specialized experience equivalent to at least the GS-12 grade level in the Federal service which includes implementing, maintaining and reporting data using automated information systems; conducting analysis of programmatic information in support of Program Management Reviews; implementing and maintaining quality assurance processes; and implementing data visualization and analysis tools to develop customized reports used to support program and project delivery. You will be evaluated on the basis of your level of competency in the following areas: Attention to DetailCommunicationsData Systems and ManagementProgram Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
