The Health System Specialist serves as a staff assistant to the Chief of Staff for special projects and in a consultant role to medical center management.

Duties

The Health System Specialist position serves the Chief of Staff and other management officials by analyzing evaluating, advising, and/or coordinating healthcare delivery systems and-operations. He/she assists the chief of Staff in the development and implementation of both long- and short-range plans for the Medical Center, giving special consideration to the Integration of internal administrative-and clinical policies, compliance with VACO guidelines, standards, and requirements of various regulatory and accreditation bodies; and the Impact of Medical Center activities on outside entities such as other hospitals and the community at large. Assists in, establishing an atmosphere conducive the accomplishment of the· basic mission of the .Lt. Col. Luke Weathers, Jr. VA Medical Center located in Memphis, TN: Other functions include, but are not limited to: The position is organizationally located in the Chief of Staffs office and is directly accountable to the Chief of Staff. Coordinates cross organizational projects; designs, plans, and conducts studies in all areas of the Medical Center Including clinical and administrative services which may substantially change existing work: operations and procedures. Coordinates work and implements recommended changes to programs ·under the supervision of ·the Chief of Staff. Responsible for the implementation of selected patient care initiatives and specialized projects. Must have familiarity with regulations and standards of various regulatory and credentialing entities and the ability to reconcile contradictory requirements in preparing staff recommendation. Skill in both oral and written communication and the ability to provide clear, logical and concise explanation of information. Work Schedule: 8:00am to 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/20/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Individual Occupational Requirement: Minimum Requirements for Series 0671 requires the applicant to have education or specialized experience: Educational Requirements: Undergraduate and Graduate Education: Major study - hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration (Transcripts required). OR: Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Specialized Experience for GS-12: In addition to the IOR, you must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Formulating and proposing process improvement strategies or cost-effective solutions; multiple fund control points for Health Professional Education (HPE) programs are complicated by divergent timeframes (academic & fiscal years, HPE program duty/hour requirements and start/end dates); identifying gaps in policy compliance through review and assessment and comparison of current standards and policy guidance and make continued recommendations for overall program improvement and necessary procedure or policy changes; collect, consolidate, and provide analysis of data to prepare justifications for FTE, funding, and budget planning purposes; evaluates trends and provides recommendations for further analysis for future planning; communicate with leadership at all levels of the VA facility; manage the special purpose academic fund from OAA and HPT reimbursement processes with the affiliate; synthesizes data, trends, opportunities, etc. for presentation to facility leadership, OAA, or academic organizations using graphs, flowcharts, and other techniques.. You will be rated on the following Competencies for this position: Administration and ManagementContract AdministrationManaging Human ResourcesOrganizational Awareness Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary, although some slight physical effort may be required. This work is performed in an office setting although some slight physical effort may be required to conduct training events, give presentations, or to observe staff and trainees in their work environment, including inpatient clinical areas. The position will utilize a desk and computer and may need to navigate throughout the facility clinical areas. Stamina and concentration to meet crucial deadlines is required.
