This position is the Executive Assistant to the Medical Center Director of the Lt. Col. Luke Weathers, Jr. VA Medical Center. The incumbent will serve as the liaison between the Office of the Director, Chief of Staff, the Associate and Assistant Directors, and the Associate Director for Patient Care Services (ADPCNS) providing advice and guidance for a wide spectrum of managerial areas regarding administration at the Healthcare System.
Duties
The incumbent is the liaison between the Office of the Director, Chief of Staff, the Associate and Assistant Directors, and the Associate Director for Patient Care Services (ADPCNS) providing advice and guidance for a wide spectrum of managerial areas regarding administration at the Healthcare System. Duties require incumbent to apply the specialized principles and practices of health care management in directing or supporting a health care delivery system in accordance with the assigned Executive Leadership member.
Duties include but are not limited to:
The Health Systems Specialist (HSS) is expected to be alert to potential problem areas and keep management informed in order to prevent possible escalation into major problem areas.
Translates the executive office objectives in a manner conducive to the successful implementation of the Healthcare System goals.
Responsible for cross coverage within the Executive Leadership team at the facility when assigned.
Responsible for providing administrative support for both assigned work area in addition to other Executive Leadership members.
Serves on committees as appointed by the Medical Center Director.
Perform various levels of administrative tasks to fill varying roles including chairman, participant, and/or representative of the Executive Leadership member.
Presents his or her own concepts and recommendations, imparts philosophies and policies as representative of the Executive Leadership member's own, and provides feedback to the member as to the status of committee actions and recommendations.
Responsible for developing the executive office personnel management, including matters involving recruitment, promotions, awards, position classification, training, disciplinary actions, etc, ensuring that the office adheres to reporting requirements at all levels.
Develops status reports or response materials for the Medical Center Director for higher-level attention, review, or signature.
Directs development of all mandatory training for executive office personnel.
Provide expert advice to executive team on office human resource needs.
Provides other related duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/31/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: Do you have at least one (1) full year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of the Health Systems Specialist at the full performance level (GS-13), and that is typically in or related to the position to be filled? To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-12) in the Federal service. Specialized experience is experience such as interpreting administrative policies, developing and implementing policies for use by the local medical center, defining administrative requirements, and/or providing advice to top management on related issues. Ability to independently develop status reports or response materials for the Executive Leadership member for higher-level attention, review, or signature. Knowledge and understanding of the critical balance between the administrative and clinical functions in the health care delivery system, and ability to coordinate and control programs and resources to achieve this balance. Expert knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions (i.e., internal activities or functions such as supply, budget, procurement, or personnel which serve to facilitate line or program operations). Ability to apply comprehensive knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Demands: The work is primarily sedentary, although some slight physical effort may be required.
Work Environment: Work is typically performed in an adequately lighted and climate controlled office. May require occasional travel.
