This position is located within the Department of the Interior, Surface Mining Reclamation and Enforcement, Office of Human Resources in Washington, DC.
Duties
At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
Participate in the development/or develop, and presents to management, employees, and Human Resource specialists, various training courses pertaining to performance management, employee relations, labor relations, and labor management agreements to disseminate and clarify rules, regulations, policies, intent, and best practices.
Advise on and/or prepares the correspondence/documents to employees, as necessary, such as leave restriction letters, management's responses to grievances, and notices concerning reprimands, suspensions, and removals.
Research applicable Department, office policies, OPM regulations, MSPB cases, FLRA decisions, and other relevant case law, in order to provide technically sound advice and guidance to management including the consultation with and coordination of cases with the Office of the Solicitor and the Office of Equal Opportunity as needed.
Maintain official case files for review processes to include: grievances, unemployment appeals, and serves as the technical advisor when required. Prepare necessary materials for third party proceedings (e.g., outside investigations, MSPB appeals, EEO complaints,) and serves as the technical advisor when required.
Advise supervisors on performance related problems, methods to improve performance, performance improvement plans and required documentation, and procedures and requirements for performance-based removals, reassignments, changes to lower grade, denials of within-grade increases, and performance-based appeals.

Qualifications
Minimum Qualification Requirements:
To qualify for this position, you must meet the Specialized Experience for the series to which you are applying.
Specialized Experience
To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.
Specialized experience is defined as demonstrated experience: Engaging in employee/labor relations issues such as disciplinary actions, grievances, EEO complaints, and third-party appeals; preparing written analyses of audits, findings, and corrective actions;. Advising on employee/labor relations technical information and sensitive matters.
Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F.
One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level.
