This position is located in the Department of Homeland Security (DHS), Deputy Commandant for Operations, Assistant Commandant for Intelligence, Counterintelligence Service (CGCIS), Analysis & Production Division (CGCIS-A&P), Washington, DC.

Duties

You will serve as a Technical Surveillance Countermeasures (TSCM) Analyst and will be primarily responsible for understanding TSCM capabilities and producing written products and briefings in support of various CG Counterintelligence Service (CGCIS) missions throughout the USCG and the Intelligence Community (IC).   Being a CG civilian makes you a valuable member of the CG team. Qualifications

GS-11 level: Applicants must possess one year of specialized experience equivalent to the GS-09 level (in the Federal sector). Specialized experience is experience that has equipped you with the particular knowledge, skills, and ability to successfully perform the duties of this position and is typically in or related to this line work. Specialized experience include: Maintaining contacts and liaison with counterparts in other intelligence organizations; analyzing and evaluating raw data in a geographical or function area to produce finished intelligence reports; collecting reviewing, evaluating, interpreting, and performing first order analysis of law enforcement intelligence on maritime threats; conducting pre/post-mission intelligence briefings; and assisting in the identification of gaps in existing data and requesting research or reports necessary to strengthen intelligence in those areas. OR at least one of the following if using education to qualify at this grade level: (A) a Ph.D. or equivalent doctoral degree; OR (B) 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR (C) A combination of specialized experience equivalent to the GS-09 level in or related to the work of this position AND education graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience. Experience and education combinations are computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the total of qualifying education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify at that grade level. NOTE: Transcripts are required if you are qualifying based on education. GS-12 level: Applicants must have one year of specialized experience equivalent to at least the GS-12 grade level in the Federal Service. Specialized experience includes performing complex and responsible analysis and production tasks relative to an assigned area(s) in political, economic, social, cultural, physical, geographic, technical or military conditions for one or more foreign countries; planning, implementing and maintaining data bases for all aspects of operations required to process all source material and the production of technical or operational intelligence; identifying intelligence gaps, specifics collection requirements to fill gaps, and develops analytical tools and methodologies to cope with the gaps; serving as a collection management representative. GS-13 level: Applicants must have one year of specialized experience equivalent to at least the GS-12 grade level in the Federal Service. Specialized experience includes performing highly complex and responsible analysis and production tasks relative to an assigned area(s) in political, economic, social, cultural, physical, geographic, technical or military conditions for one or more foreign countries; planning, implementing and maintaining data bases for all aspects of operations required to process all source material and the production of technical or operational intelligence; identifying intelligence gaps, specifics collection requirements to fill gaps, and develops analytical tools and methodologies to cope with the gaps; serving as a collection management representative. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

Selectee(s) for this position who are newly appointed to a permanent or term position may be eligible for student loan repayment up to $10,000 (pre-tax) for one calendar year. More than one loan may be repaid if the combined repayments do not exceed $10,000. Receipt of this incentive will require a three year service agreement.
