The position is the crucial technological hub that integrates all key functions of the VISN 9 Inter/Intranet and Intr-Anet sites. This is a full journeymen level position. The incumbent is responsible for all planning, design, development, testing, implementation, and management of Inter/Intranet activities.
Duties
The duties include coordination of and management of content on the site(s): editorial management of content, quality, and style; technical development of new functionality including database management systems and communications technologies. Continual website enhancements, maintenance and overall design, implementation and coding to assist the VISN 9 Inter/Intranet and Intranet users in assessing current information.
Coordinate information from all levels of VISN 9 staff to be placed on the VISN 9 internal and external websites.
Participates in analytical studies evaluating design, requirement analysis, and acquisition specifications for local area networks.
Assists with determination of study requirements and analysis to determine what manpower and management data exist in various databases to meet study objectives or modifies existing software programs to revise or create new automated manpower data systems to meet overall information needs on a national scale.
Determines complex data requirements for national projects and studies, such as specialty mixes, workload ranges, input sites, databases, and software to be used, etc.
Installs and maintains web based systems.
Reviews workload and analysis data for consistency and accuracy.
Performs and assists with complex web-based systems.
Writes and maintains documentation throughout the product life cycle of the application; and designs, develops applications.
Responsible for design, implementation and maintenance of complex intranet and inter/intranet web data for the Network.
Monitors the ongoing maintenance and administration of freestanding or networked website content information.
Mastery of , and skill in applying, most of the following: Interrelationships of multiple IT specialties; new IT developments and applications that impact the website.
Determines the most appropriate principles, practices, and methods to apply in all phases of assignments, including the approach to be taken, degree of intensity, and depth of research in management advisories.
Strategically responds to changes and modifications of an application swiftly and efficiently in order to respond to urgent VHA operations and requirements.
Performs technical programming development of software applications utilizing Microsoft Share Point programming language to include experience with InfoPath, Nintex development tools, and the features of SharePoint: Designer, Custom Workflow Actions, Web Part Development, Master Pages, and Custom Web Pages.
Ensures that the requirements or objectives of assigned projects are met.
Provides work assignments, technical direction and review of work performed by team members.
Meets with team members, as required, to discuss and ensure project progress, strategically resolve problems encountered, and suggest appropriate approaches and solutions to ensure the requirements or objectives of assigned projects are met.
Work Schedule: Monday through Friday, 7:30am- 4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/10/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: expert knowledge of multiple IT technologies, including but not limited to: Statistical Analysis System (SAS) software programming, Structured Query Language (SQL), Microsoft .NET Framework, and Microsoft SharePoint, for Extract Transform Load (ETL) processes, web application development, and data management and content management systems; expert level knowledge of health care service administration, continuous quality improvement; data analysis; healthcare principles, theories and practices; planning, administration, or other key administrative support functions; sufficient to analyze and evaluate broad and difficult problems, apply extensive qualitative and/or quantitative methods for program improvement, make recommendations for complicated solutions; and the related ability to apply health care management principles to complex problem- solving situations; Comprehensive knowledge of broad agency administrative practices such as correspondence control practices, office processes, regulations, and rules in keeping with senior management decision makers affecting the administration and delivery of healthcare services.

Physical Requirements: The work is basically sedentary. Some walking, standing, bending and carrying of ligh toffice items is required. Some assignments may require the physical ability to drive or fly to a site.
Work Environment: Work is performed in a typical office setting, although periodic travel may be required.
