The primary purpose of this position is to direct and execute the current operations planning and reporting functions to include planning, scheduling, flight following and support to current, immediate or pending flight operations.

Duties

Schedules and coordinates all long and short range tanker mission planning and scheduling activities for the 60th and 349th Air Mobility Wings. Coordinates the unit's participation in all flying operations, ensuring sensitive and discreet missions operate according to the published schedule. Provides technical expertise during complex deployments and exercises involving strategic airlift and tanker and tanker operations. Interfaces with all agencies of the government, both federal and local, and with every level up to and including the White House staff for Presidential, Vice Presidential, and First Lady support (Phoenix Banner/Silver/Copper) missions. Coordinates and develops airlift and tanker planning with a wide variety of military, government (foreign and domestic), and civilian agencies. Develops a flying schedule for the 60th and 349th Air Mobility Wings. Responsible for assessing the unit's training and MAJCOM support requirements in conjunction with aircraft and aircrew availability. The result is a flying schedule that meets all training and MAJCOM tasked requirements and considers the needs of everyone involved. Responsible for adjusting the flying schedule to meet the airlift and tanker needs of various agencies that deal with the 60th and 349th Air Mobility Wings, while maintaining a high standard of productivity, service and professionalism. Commits airlift and tanker resources of/for the 60th and 349th Air Mobility Wings. Individual conducts planning, scheduling, and coordination of activities that commit unit resources and personnel. Makes necessary decisions to further the mission of the wings and the goals of the command structure. Directs the review, edit, input, verification and production of computer generated airlift and tanker schedules and mission changes. Acts as the focal point for current unit mission and flying operations information concerning readiness, deployment of forces, and special mission activities. Disseminates information to headquarters and all interested agencies to assist them in developing budget, manpower and personnel inputs. Supports quality principles.

  • This is a Drug Testing Designated Position (TOP) IAW AFI 44-107
  • May require occasional temporary duty (TDY) travel. The position will require uncommon tours of duty during real world crises.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 2150 Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; thorough knowledge of the functions, processes, and principles of management as they apply to aircraft operations, aircraft scheduling and documentation, aircrew training and the efficient use of personnel and resources; knowledge of Global Decision Support System (GOSS) and Command and Control Information Processing System (C2IPS) computer systems. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; education must have major field of study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of applying analytical and evaluative techniques to the identification, consideration and resolution of issues or problems related to current operations planning and reporting functions in support of current, immediate or pending flight operations. 2. Knowledge of fact finding and coordinating techniques to obtain information and coordinate airlift and tanker mission requirements, functions and procedures. Knowledge of airlift and tanker operations, regulations, principles and the peculiarities of airlift and tanker scheduling. 3. Knowledge of problem solving techniques and be able to recognize the dimensions of the problems involved in order to establish facts and take necessary steps to develop alternate mission details. Knowledge of mission and scheduling terminology to coordinate with other operations activities is required. 4. Knowledge of flying operations organizational structures and airlift and tanker programs. Knowledge of Quality principles. 5. Skill in using a personal computer in order to manipulate data or generate spreadsheets, presentations or reports. Skill in using unique aircraft scheduling computer systems such as GDSS or C2IPS. 6. Skill in using written and oral communication. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
