Duties

The primary purpose of this position is to exercise second level supervisory and managerial authorities, providing planning, directing, organizing, and exercising control over supervisory employees assigned to the 60 Operations Support Squadron. To advise and assist the 60 Operations Support Squadron Commander on administrative and operational matters and provide managerial leadership for the 60 Operations Support Squadron. Plans, organizes, and directs the activities of assigned flights within the 60th Operations Support Squadron, ensuring day-to-day operations of the squadron complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents the OSS Commander with a variety of installation and functional area organizations. Directs and guides policy formulation for the conduct and operations of squadron staff functions. Participates in special projects and initiatives and performs special assignments to include long-term planning, functional/technical advice and guidance, and continuity of management. Acts as a contract advisor and the alternate COR for 60 OG contracts.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft. The incumbent may be expected to travel on short notice, often to high-level meetings with other services, industry and other MAJCOMs.
  • Serves “on call” and may be required to be available after duty hours when problems arise. The incumbent is subject to on-call, seven days a week, 24 hours-a-day and may require work on holidays.
  • This position has been identified by the Air Force as a Testing Plan Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • This is a Key position. Duties of position meets all requirements as category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the Federal Agency to function.
  • This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve (IAW: DoDD 1200.7, “Screening the Ready Reserve”).
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42.
  • This position may be designated mission essential based on local conditions. Mission essential personnel report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release.
  • This is a Centrally Managed Position in the Operations Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions Series 2150. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes extensive knowledge of the mission, roles, functions, organizational structure, management, and operation of large organizations to provide high level staff guidance and participate in the development of goals, objectives, and policies. Knowledge of personnel management and safety and security regulations, practices and procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Extensive knowledge of the mission, roles, functions, organizational structure, management, and operation of large organizations to provide high level staff guidance and participate in the development of goals, objectives, and policies. Knowledge of personnel management and safety and security regulations, practices and procedures. Skill in managing the operations of multiple organizational segments to meet program requirements, goals, and objectives within available resources. Ability to communicate effectively both orally and in writing; to justify, defend, present, advocate and advise on processes, actions and decisions impacting air mobility and operations support functions. Knowledge of Air Mobility Command, USTRANSCOM, and AFTRANS Air Operations Center (AOC) command relationships, operations and policies. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization to include advising the Squadron Commander on classified information and contract/government operations, and ability to prepare and deliver presentations, and briefings to senior leadership and applicable subordinate personnel. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
