This position is part of the Organization of the Joint Chiefs of Staff. The incumbent will be responsible for assigned projects of budget planning and execution duties, including design, collection, analyses, measurement, and reporting.
Duties
As a Budget Analyst at the GS-0560-13 some of your typical work assignments may include:
Perform budget formulation procedures/processes involving independent assessments and preparation of complex detailed analyses, budget estimates, special reports, and other documentation for the Joint Staff budget.
Analyze and interpret legislation and DoD/OMB budget and program guidance and provides budget formulation assumptions, guidance, and technical assistance to lower level organizations in the form of internal standard operating procedures, internal memoranda, etc.
Attend high level briefings and conferences to justify and defend budget estimates, program and resource requirements, and appropriation requests. Plan, develop, implement, and maintain budget/financial systems and interfaces for agency-wide application.
Provide analysis at the Program Element, Project, and Object Class level based on execution data for use in the prioritization and validation process.

- Attendance at offsite meetings or conventions may require travel in or outside of the Washington, DC area 10% of the time.
Qualifications

One year of specialized experience equivalent to the GS-12 grade level or equivalent under other pay systems in the Federal service, military, or private sector:
Performing budget formulation procedures/processes involving independent assessments and preparation of complex detailed analyses, budget estimates, special reports, and other documentation.
Developing recommendations for financial policies and appropriations language to support national defense missions.
Providing expert advice to senior managers and others about all phases of the budgeting process, including formulation, preparation, and execution.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
