This position is part of the US Trade and Development Agency. The incumbent reports to and supports the Senior Advisor for Climate, Partnerships and Innovation to ensure the technical integrity of USTDA's activities advancing deployment of climate-smart infrastructure in developing and middle-income countries, and in maintaining strategic partnerships with the private sector, industry organizations, multilateral institutions, U.S. Federal government agencies, and non-governmental organizations.
Duties
Provides advice and expertise on climate change mitigation and adaptation policies, technologies, and financing strategies relevant to infrastructure development in developing and middle income countries.
Develops and implements outreach strategies to strengthen and build partnerships in support of USTDA's climate-related programs and other priority initiatives.
Trains staff on USTDA climate-related activities, provides guidance on climate change and related issues, and contributes to program staff's design of innovative climate-related activities, projects and initiatives.
Drafts briefing materials, talking points, fact sheets, reports, policy documents and other work products to support USTDA's engagement on climate-related issues and other priority topics as assigned.
Plans and organizes meetings and events to showcase and advance USTDA's climate-related programming.
Prepares and delivers briefings and presentations on USTDA and government-wide climate change initiatives and represents USTDA in meetings and other forums.
Qualifications
At the GS-12 level, you must meet the following qualification:
One year of specialized experience equivalent to at least the GS-11 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes experience contributing to the development or implementation of climate change mitigation and adaptation policies, programs, technologies, solutions, projects and/or financing strategies in the context of international infrastructure development; developing and implementing outreach strategies to strengthen and build partnerships in support of climate-related programs and/or other priority initiatives; drafting briefing materials, talking points, fact sheets, reports, policy documents and presentations; and planning and organizing meetings and events.
At the GS-13 level, you must meet the following qualification:
One year of specialized experience equivalent to at least the GS-12 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes experience contributing to the development or implementation of climate change mitigation and adaptation policies, programs, technologies, solutions, projects and/or financing strategies in the context of international infrastructure development; developing and implementing outreach strategies to strengthen and build partnerships in support of climate-related programs and/or other priority initiatives; preparing briefing materials, talking points, fact sheets, reports, policy documents and presentations; and planning and organizing meetings and events.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
