The VA St. Louis Health Care System is recruiting for a Lead Civilian Pay Technician in the Payroll Section of Financial Management Service at the Jefferson Barracks Division. The incumbent is responsible for coordinating and integrating his/her own work while ensuring the work assignments of three or more employees located at the facility.

Duties include, but are not limited to:
Performs work related to determining pay, maintaining payroll records and completing related reports pertaining to all employees.
Responds to written and verbal inquiries from employees, supervisors, payroll office of other agencies, timekeepers, HR offices, State Unemployment Office, financial institutions, mortgage companies, Treasury Department, IRS and employee union representatives.
Processes all EEO, Arbitration, Merit System Protection Board Settlements, Grievance Decisions, and EEO Compliance following the guidance established by VACO and DFAS.
Checks on work in progress and reviews completed work to assure that production and accuracy requirements are met; amends or rejects work not meeting expectations.
Coordinates the work to be accomplished by team members, setting and adjusting short-term priorities, and reports on expected milestones for completion of the tasks while assuring team member participation during planning stages.
Provides advice and guidance to team members on proposed strategies and resolution and provides analysis regarding unusual programmatic requirements, making available written instructions, reference materials and background data.
Maintains accountability for workflow of team members; provides information regarding the status of work assignments and estimates the time needed to complete individual actions.
Provides information to the supervisor relative to individual and team performance standards, ratings, promotions and awards.
Determines the completeness, accuracy, internal consistency and propriety of the pay actions and ensures they are made in accordance with compensations and related pay scales, rules, regulations and instructions.
Distribute and balance the workload among Civilian Payroll Technicians in accordance with established workflow.
Provide on the job training to both new and current Civilian Payroll Technicians.
Run daily reports to ensure all facility employees' pay is correct and monitor all reports to ensure consistency and any errors are resolved.
Development of resolutions to unique or regular and recurring payroll errors based on recommendations.
Determine where corrections should be made based on pay reports from multiple pay systems, error trends and extensive payroll reconstruction analysis.
Lead projects for the payroll office, to include buy-back of annual and sick leave for workers' compensation claims; military redeposits; debt collections; leave transfer programs; continuation of pay, retroactive adjustments; parental leave adjustments; environmental differential pay; designated hybrid coding; pay reassignments and special pay table changes.
Apply regulations and policies regarding appointment entitlements, leave earnings, charges of leave, leave without pay (LWOP), advance sick leave and compensatory time.
Knowledge of premium pay and benefit entitlements for employee specific pay plans when implementing tours of duty regulations to include 24-hour coverage, irregular tours, compressed tours, flex tours, etc.
Serve as a liaison with DFAS for processing timecards, pay and leave adjustments and troubleshooting pay issues.
Update employees' master payroll records to reflect all changes authorized by personnel documents, savings and thrift loan repayment allotments; transferring employees; federal and state taxes; address changes; adjustments for reemployed annuitants; uniform allowances; union dues; leave donations, etc.
Review personnel actions in HR Smart; hiring appointments; separations; reassignments; promotions; pay adjustments; awards and other authorizing documents.
Complete retroactive actions, to include timecard corrections that routinely occur every pay period.
Audit all employee type of pay and leave accounts to identify and correct delinquent and/or erroneous personnel actions or time-keeping errors.
Additional duties as assigned.
Work Schedule: Monday through Friday - 7:00 am to 3:30 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/13/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education s described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience with automated payroll systems such as PAID, RSD, VISTA, ETA in order to properly research, run reports and update the master records for employees; Experience with rules applicable to processing Thrift Savings Plan, FEGLI and FEHB actions and adjustments; Experience utilizing VA Handbooks, variety of pay, leave, human resources (benefits and regulations); accounting functional areas; Experience with various local and federal regulations regarding wage assignments; Ability to perform functions of the Payroll Supervisor in their absence; Application of pay and leave laws, rules, regulations and agency policy regarding overtime, differentials, holiday, special rates, premium pays, allowances, etc.; Audit and resolve cases that involve pay discrepancies; Reviews errors/actions and make corrections; Answering questions on procedures, policies, etc.; utilizing a variety of automated systems to enter, update, revise, sort, and calculate data; Using a computer to process and analyze data; Coordinating with others to accomplish work related projects; Gathering information, entering data, and formulating reports or other documents; Maintaining security or confidentiality of records.
