This position is located in the Financial Management Service, Payroll Section. Serves the St. Louis dual division Medical Center, Veterans Canteen Service Central Office, VCS Canteen Finance Center and VCS Central Region. Responsible for the workflow and processing of all payroll documents and approximately 2800 time and leave records.
Duties
The duties of the Civilian Payroll Technician is the following but not limited to,
Maintains employee payroll accounts requiring and recurring application of pay and leave laws, rules, regulations and agency policy regarding overtime, differentials, holiday, special rates, premium pays, allowances, etc., which at times involve conflicting requirements.
Audits and resolves cases that involve pay discrepancies occurring over several pay periods and/or periods of service.
Reviews errors/actions and makes corrections.
Verifies the accuracy of authorizing documents, reconstructs payment history for the covered period, determines the amount of overpayment, also taking into account any benefits and taxing authorities involved and uses the proper procedure to disburse or collect the payments.
Codes pay data for employees based on differing cost appropriations.
Reviews time and attendance records for accuracy.
Provides guidance on all aspects of timekeeping and payroll to all staff throughout the health care system.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/31/2023.
Interchange Agreement: Applications will be accepted for this position under the Interchange Agreement as outlined in VA Handbook 5005, Part III, Appendix C. This agreement allows for the movement of Title 38 and Title 38 hybrid personnel, who have at least 1 year of full-time continuous service, to apply for competitive service positions.
OPM 90 Day Waiting Period: OPM requires that all current permanent federal employees serve 90 days after their competitive selection in their current Title 5 position prior to moving to another position.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
For a GS-06 position you must have served 52 weeks at the GS-05 level
The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-05) in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience gained working in a Office setting with a knowledge of a broad range of pay plans/systems; interpreting policies, regulations, and procedures relating to civilian pay; providing training on payroll requirements; maintaining payroll records; auditing employee pay and leave accounts; utilizing an automated payroll system; and resolving pay and time and attendance issues. and processing time and attendance records, answering employee questions related to pay (e.g., withholdings, taxes, leave usage, etc.); training employees on timekeeping software and requirements;
***PREFERRED EXPERIENCE: The best qualified applicant will have previous Civilian Pay Technician experience in a federal agency. The highly qualified applicant will have prior knowledge of VA Payroll systems such as VATAS, DCPS, HRSmart, USA Staffing, Remedy, and EOS Access, preferred but not required. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work of this position places no special physical demands on the employee. However, there is a high level of stress due to demanding deadlines and the need for a high degree of accuracy. There is also a requirement for some walking, standing, bending, and carrying of light items.
