The primary purpose of this position is to provide supervising, managing and directing to the nursing care services for CCHCF and its outlying sate lite clinics in the areas of inpatient and outpatient ambulatory nursing units. Position has responsibility for ambulatory, inpatient care nursing, and Emergency Room and Operating Room Nursing Unit. This position is located in the Nursing Administration at Chinle Service unit, Chinle, AZ.
Duties
Oversees all managerial duties with planning, organizing, directing, and evaluating a comprehensive nursing program for the Service Unit. Establishes and implements long and short-term policies, and program plans for nursing care and services. Monitors the nursing program plans. Evaluates and adjusts organizational structures to accomplish the Service Unit Nursing Services goals. Maintains nursing services compliance with standards and accreditation status (JCAHO). Works on a daily basis with the Services Unit Chief Executive Officer, Clinical Director, Service Unit Administrative Officer and other key staff members with responsibility for fully participating in top managements discussions, decisions, and policy making and sharing accordingly in management decisions/actions. Conducts meetings and conferences with subordinate supervisors and staff to explain work requirements, methods and procedures as needed, gives special instructions on difficult or different activities, and answer technical questions about work assignments. Formulates and issues written instructions and procedures for non-routine or complex assignments, new or changed programs, functions, or processes. Reviews, approves, modifies or rejects changes in functions, procedures, personnel assignments and other operating matters proposed by subordinate supervisors. Reviews/analyzes records, reports and other evidence of work performance to evaluate performance. Continually studies operations to seek improvements in the quality and quantity of services and takes or recommends necessary action. Employee engages in performing a variety of professional nursing care, technical and supportive activities.

Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
BASIC REQUIREMENT(S):
EDUCATION: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.
LICENSURE: Applicants must have passed the National Council Licensure Examination. In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below-
MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to the GS-13 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples Include: Directly responsible for executive leadership decision making, operational management and oversight authority at the highest level in a hospital setting for all divisions and departments of nursing practice. Oversees staffing issues, disciplinary actions, budget development; advises medical staff, department heads, and administrators in matters related to nursing services; ensures nursing staff follows professional set standards, including state and federal regulatory requirements to maintain hospital accreditation; provides leadership and direction to nursing programs ensuring proper health care management, evidence based practice, safe and quality patient care.

Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
