Duties
This Supervisory Program Manager position is located in Springfield, VA, Acquisition Program Management (APM)), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
Provides acquisition subject matter expertise to DHS and TSA executives and senior-level internal and external stakeholders, other government components and agencies in all aspects of the acquisition management discipline through continuous engagement in various forums.
Oversees all TSA acquisition management functions in concert with contracting and procurement processes, budget development and allocation processes.
Provides expert acquisition process management assistance to program managers, capability managers and staffs. Plan, initiates, and oversees complex and comprehensive evaluations for the review an analysis of program costs, schedules, performance against approved baselines, risk mitigation and program health review assessments.
Exercises full range of supervisory and personnel management authorities and responsibilities in directing work of subordinate staff includes, but not limited to, assigns work, sets priorities, and reviews and evaluates work and performence.
Supervisory/Managerial Probationary Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position.
Qualifications
To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience equivalent to the SV-J or GS-14 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialize experience is defined as:
Proposing solutions or recommendations to leadership in order to resolve critical programmatic issues in all aspects of the acquisition lifecycle framework; and
Applying acquisition and contracting rules and regulations related to program oversight; and
Experience leading, planning and fully preparing program offices for Acquisition Review Team (ART) events and Acquisition Review Boards (ARBs). Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
