About the Position: The duty station for this position is the Office of Counsel, U.S. Army Corps of Engineers, Vicksburg District, 4155 Clay Street, Vicksburg, Mississippi. The modern, well-appointed District headquarters building has an on-site fitness center and health unit. The Vicksburg District, one of six districts in the Mississippi Valley Division, covers 68,000 square miles in Arkansas, Louisiana, and Mississippi.

Duties

Works under general supervision of District Counsel and/or Deputy District Counsel. Independently plans and executes assignments in specialty areas but may confer with supervisor on unusual problems and unfamiliar matters. Completed work is assumed to be based upon accurate statement of relevant facts and interpretation of applicable law and is reviewed for soundness of decisions made and for conformance with legal precedents and Corps of Engineers policy. Provides legal advice and guidance to Commander, Deputy Commander, and senior management officials in the agency. Works effectively with senior management officials and/or teams of diverse personnel in government and private industry, balancing stakeholder program with legal goals and priorities, and to develop legal approaches to solving problems and issues. Furnishes legal guidance, support, and services to agency officials in the following areas: government contracts and fiscal law, civilian personnel and employment, labor-management relations. Furnishes legal guidance, support, and services to agency officials in the following areas: civil works project authorities, litigation, general administrative law, environmental law, standards of conduct, ethics, and real estate.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent to submit a Financial Disclosure Statement, OGE-450 (5 CFR 2634, subpart 1 USOGE, 6/08) upon entering the position and annually thereafter.
  • Must maintain active status, in good standing, with at least one attorney licensing authority. Must provide certification of this status upon appointment and every 2 years thereafter.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Education: Applicants must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD) You must submit a copy of your transcripts with your application. Bar Membership: Applicants must currently be a member in good standing of a bar of a state territory of the United States, District of Columbia, or Commonwealth of Puerto Rico. A copy of your current certification must be submitted with your application. Experience required: GS-13: You must have two or more years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position OR you may substitute one year of the required professional experience with graduation from an ABA-accredited law school in the top 25% of the class or an advanced law degree, such as a LL.M. Time in Grade Requirements: Applicants currently employed as an Attorney by the Federal government must have completed one year of time-in-grade at the next lower grade level (GS-12) or the equivalent within 30 days of the closing date of the announcement, or previously served at the same or higher grade as the position being filled. NOTE: The experience described in your resume will be evaluated and screened for the Office of Personnel Management's basic qualifications requirements, and the skills needed to perform the duties of this position as described in this vacancy announcement. Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the Time in Grade Restriction. NOTE: Qualification requirements must be met by the closing date of this announcement.
