About the Position: The duty station for this position is the Office of Counsel, Vicksburg District, US Army Corps of Engineers, 4155 Clay Street, Vicksburg, MS.

Duties
Will work under general supervision of the District Counsel.
Independently plan and execute assignments across the full spectrum of U.S. Army Corps of Engineers legal services including environmental and regulatory matters, conferring with the District Counsel and the Deputy District Counsel.
Provide advice, guidance, and direction to District leadership, higher headquarters, and other staff elements on complex and controversial issues.
Utilize a comprehensive working knowledge of federal law, regulations, and of U.S. Army and Corps of Engineers directives and policies, to efficiently and effectively develop legal solutions to assert and defend Army and Corps interests and equities.
Provide legal advice, guidance, and assistance for other activities of the Vicksburg District as needed.
Research a wide variety of court decisions, legislation, regulations and policies in providing assistance on these matters.
Handle a large volume of complex actions in a timely manner; providing quality legal services for a large volume of actions; establishing and maintaining good working relations with District elements and other.
Will practice and promote preventative law.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent to submit a Financial Disclosure Statement, OGE-450 (5 CFR 2634, sub-part 1 USOGE, 6/08) upon entering the position and annually, thereafter.
- Must maintain active status, in good standing, with at least one attorney licensing authority. Must provide certification of this status upon appointment and every two years thereafter.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Education: An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LL.B. or JD.)OFFICIAL law school transcripts must be submitted prior to accepting the position. (Copies are acceptable when applying for the position). These transcripts must show successful completion of a full 3-year course of study in a school of law accredited by the American Bar Association (ABA) leading to a professional law degree (LL.B. or JD.) that included a major field or study or specific course requirements.
Bar Membership: Applicant must currently be a member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.
Experience required: To qualify for the GS 13 level, applicants must have two or more years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position. At least one year must have been comparable to the GS 12 or equivalent in the Federal service, or comparable experience in the private sector that equipped the applicant with the particular knowledge, skill and abilities to successfully perform in the position. Graduation from an ABA-Accredited Law School in the top 25% of the class or an advanced law degree such as LL.M. may substitute for one year of the required professional legal experience.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the GS 12 grade (or equivalent).Qualification requirements must be met by the closing date of this announcement.
