The Health Administrative Specialist on Duty (HOD) is a facility-wide position, located in the Business Office (BO), or Medical Administration Service (MAS), or similarly named and organized service; the position has both the authority and responsibility to represent both the Medical Center Director and the Chief, HAS on all administrative matters occurring when assigned to other than a normal tour of duty.
Duties
Program Administration Management
Interprets VA rules and regulations relating to determining legal entitlement to benefits relating to hospital admission, nursing home, dental care, domiciliary, fee basis, outpatient care, non-VA Care Coordination, and outpatient care.
Interprets rules, regulations, policies and procedures relating to release of information and provides information to inquiries.
Interprets and applies public laws in matters such as judicial hospitalization, issuing warrants, workman's compensation, reimbursable hospital insurance, liability of third parties, and other medico-legal matters.
Processes administrative issues surrounding beneficiary death, seriously ill cases, elopements, suicides, assaults, death on arrival (DOA), homicides, code blue, cost recovery matters, and facility or community disaster, etc.
Secures resources or services needed to manage the medical center.
Coordinates the resolution of medical-legal problems concerning the Medical Center to ensure that appropriate legal, regulatory, and policy requirements are met.
Assists medical center staff with medically related legal problems including involuntary commitments, orders of protective custody, and management of unruly or severely disturbed patients.
Provides written and oral reporting of incidents involving beneficiaries, employees, safety, or other issues.
Applies working knowledge of the electronic medical record software and Veterans Health Information Systems and Technology Architecture (VISTA) to search and navigate records to acquire information.
Uses computers, copiers, scanners, fax, calculator, and software programs such as MS Word, Excel, and Office or other compatible software.
Uses medical computer applications in relationship to eligibility determinations, registration, scheduling, staffing, researching and preparing reports.
Provides daily reports/logs of all activities occurring during tour of duty.
Provides orientation and situational technical advice to physicians regarding VA administrative policies and procedures.
Provides administrative authority, guidance, advice to Medical Officer of the Day (MOD) and all other clinical staff concerning administrative matters necessary for operation during other than normal hours.
Assists hospital staff with medically related legal problems, including involuntary commitments, orders of protective custody, and management of unruly or severely disturbed patients.
Demonstrates ability to cope with a wide variety of problems, resolve them quickly and decisively with tact and diplomacy.
Responds to emergencies, determines priorities and nature of action to be taken.
Investigates unusual incidents occurring during tour involving welfare, injury, and abuse of patients.
Intervenes when problems regarding patient activity occur, advising clinical staff of appropriate administrative action.
Responds verbally and in writing to a wide variety of non-routine inquiries from families, veterans, visitors, law enforcement officers, physicians, media, general public, etc.
Communicates with individuals from varied backgrounds on a daily basis.
Assists family members with arrangements, including explanation of benefits, in the event of a sudden death or deceased person.
Shows understanding, empathy, concern and politeness to others dealing with difficult or distressing situations.
Receives and responds to non-routine patient condition inquiries and other administrative inquiries from concerned veterans, families, visitors, law enforcement officials, representatives from private hospitals, military personnel, and the general public.
Management Analysis and Program Analysis
Conducts analytical studies on operational processes, issue topics, or related special projects as assigned. These may include access, consultations, travel, enrollment management, Medical Center Memoranda or Policies. These studies may require study planning, statistical measurement, data analysis, and report preparation and development through VSSC or the Health Eligibility Center.
After normal business hours data assistance includes work on processing beneficiary travel claims, scanning the 10-10EZ enrollment applications into the VES system, disposition of the registration of veterans, confirming that the veteran has an honorable or general discharge and/or confirm in VIS that military service is established, run reports, analyze gains and losses, Bed Management, and EARR encounters. HOD also trained in analyzing and managing JPATS, VEText, Patient Check-In, Fugitive Felon Program, and EAAS.
Work Schedule: All shifts (Subject to Change) Sunday - Saturday 3:30pm - 12:00am or 12:00am - 8:30am. Holiday and weekend shifts may be necessary from 7:30am - 4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/09/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience GS-07
Specialized Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

(1.) Interprets VA rules and regulations relating to determining legal entitlement to benefits relating to hospital admission; nursing home, dental, domiciliary, Community Care (outside VA), and outpatient care; dental treatment; prosthetic appliances; patient transfer; and beneficiary travel.
(2.) Coordinates the resolution of medical legal problems concerning the medical center.
(3.) Processes administrative issues surrounding beneficiary death, seriously ill cases, elopements, suicides, assaults, deaths on arrival (DOAs), homicides, code blue, cost recovery matters, and facility or community disasters, etc.
Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate level education leading to such a degree or LL.B. or J.D.

Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond an equivalent combination of successfully completed graduate education and specialized experience, as described above, which meets the total qualification requirement for the GS-07 grade level.
Specialized Experience GS-09
Specialized Experience:
To qualify for the GS-09 level, you must possess at least one year of specialized experience equivalent to the GS-07 level or higher in Federal service, or comparable experience not gained through Federal service.
This experience must include:
1. Analyzing and evaluating administrative program requirements to include improving the accuracy and efficiency of involved processes;
2. Preparing periodic and/or ad hoc documentation, reports, presentations, and other administrative material;
3. Preparing, processing, revising, and maintaining electronic hardcopy correspondence, files, records, forms, reports, and other documentation; and
4. Developing, implementing, and coordinating administrative processes, procedures, and actions to meet mission requirements.

Applicants may substitute education for the required experience. Must possess a master's or equivalent graduate degree of 2 full years of progressively higher level graduate level education leading to such a degree or LL.B. or J.D., if related.

Possess an equivalent combination of successfully completed graduate education and specialized experience, as described above, which meets the total qualification requirement for the GS-09 grade level.

Physical Requirements:
The work requires walking in the hospital with occasional requirements to lift objects such as suitcases, clothing or medical charts.
