This position is located in the Department of Homeland Security (DHS), Office of Strategy, Policy, and Plans; Counterterrorism and Emerging Threats (CTET).
The primary purpose of this position is to lead efforts on countering emerging threats.
Non-BU: This is a non-bargaining unit position.
Duties
As a Senior Policy Analyst, GS-0301-14, your typical work assignments may include:
Develops and evaluates policies in counterterrorism and the emerging threats of foreign influence and misinformation/disinformation and violent extremism, takes necessary actions to achieve organizational objectives and recommends program objectives and improvements for the future.
Advances DHS appropriations and authorizations goals and oversees the development and coordination of all materials needed for Congressional engagements.
Review and analyze relevant intelligence and policies on counterterrorism and emerging threats and synthesize that information in order to inform DHS senior leadership and policy development.
Build and maintain collaborative relationships with a range of stakeholders. Represent the office at engagements with the National Security Council, Departments and Agencies, and other stakeholders to inform the development and implementation of CTET policies, plans, and strategies.
Clearly and concisely communicating recommendations in writing and orally on CTET policies, plans, and strategies to senior leaders. Editing written products to ensure they are clear and concise.
Advance DHS Policy's legislative affairs goals by developing materials for all Congressional engagements as well as developing budget justification documents. Advance DHS Policy's posture related to appropriations and authorizations goals and achievements.

Qualifications
Specialized Experience:
You qualify for the GS-14 grade level if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal government, performing duties such as:
Experience serving as a senior policy analyst or senior policy advisor analyzing Intelligence, Counter Terrorism and Emerging Threats (CTET), specifically countering foreign influence and misinformation/disinformation, and countering violent extremism to support the development and implementation of policies, plans, and strategies to address these issues and either orally or in writing present these options to senior officials. Applicants must have experience serving as a representative to the National Security Council and supporting other interagency task forces, including the Countering Violent Extremism task force, as well as having provided daily operational and policy support. Specialized experience is also required in legislative affairs, including experience in advancing federal appropriations and authorization goals, ensuring the completion of mandated Congressional reports, developing budget appeals documents, drafting materials for Congressional hearings, briefings and notifications, and experience serving as a Senior Professional Staff Member in Congress on Homeland Security issues.
Substitution of education in lieu of specialized experience may not be used for this grade level.
