The position is in the Veterans Health Administration (VHA) Office of Finance's Revenue Operations and aligned with a Consolidated Patient Account Center (CPAC). The Reimbursable Billing Technician serves as the primary face-to-face financial ambassador and educator on station for Veteran customers, their families, VAMC teams, and other internal and external agencies. Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-07. At the GS-06 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-07. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Duties include, but may not be limited to the following: Performs 1st and 3rd party facility revenue actions by identifying the type of action, verifying guideline(s) requirements, and obtaining encounter-specific information using multiple automated data delivery systems. Evaluates the revenue-specific data and implements the most responsive and cost-effective means of preparing 3rd party revenue data for clean claims processing by the CPAC Billing Department. Performs daily reviews, audits, and/or corrective actions in response to workload activities or requests received directly from Veteran customers, OGC, internal and/or external compliance and quality measurement and performance teams, and the VA Office of the Inspector General (OIG). Accesses, reviews, operates, and processes various revenue specific systems, procedures, transactions, reports, and actions to identify, verify completeness and accuracy, locate missing data and/or information, process, and complete 3rd party billing encounter transactions and revenue-related activities for the purposes of VA revenue generation. Prepares specialty-specific 3rd party billing transactions, which are more complex and require research, preparation, and problem solving beyond traditional 3rd party billing actions. Navigates and leverages multiple data delivery systems to prevent and/or overturn denials from insurance companies as part of the revenue cycle. Privacy, security, release of information, and safeguarding data. Provides assistance and guidance to Veteran customers with debts referred for collection Perform other duties as assigned. English Language Proficiency - In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to meet the requirements of this position. MINIMUM QUALIFICATIONS GS-06: One year of specialized experience equivalent to the GS-05 grade level in Federal Service that demonstrates your ability to perform the duties of this position. Examples of specialized experience include: providing customer service to meets the needs of the customer; providing patient education to a diverse customer base utilizing telephone, face to face, electronic, or written correspondence; identifying, reviewing, analyzing, processing, and completing co-payments and insurance encounters and other billing related activities; reviewing and processing all specialty billing encounters; reviewing, analyzing, researching, and verifying insurance policy coverage, filing time frames, COB information and certification requirements for secondary billing. This experience must be detailed in your resume to receive credit. MINIMUM QUALIFICATIONS GS-07: One year of specialized experience equivalent to the GS-06 grade level in Federal Service that demonstrates your ability to perform the duties of this position. Examples of specialized experience include: providing customer service to meets the needs of the customer; providing patient education to a diverse customer base utilizing telephone, face to face, electronic, or written correspondence; initiating, gathering, and processing third party revenue actions related to legal case activities by applying appropriate and relevant guidelines; researching and recognizing data for dialysis billing to third party insurance companies using a specified patient claims information system database; conducting assigned ad hoc corrective projects, answering questions, and solving agency revenue account problems; accessing various menu options in a computerized system to identify, review, analyze, process and complete co-payments and insurance encounters and billing related activities. This experience must be detailed in your resume to receive credit. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work is performed mainly in a sedentary manner. Occasional walking, standing, reaching, and bending are required. The carrying of light items such as paper, folders, and files between desk and storage is common. The work requires long periods of interaction at computer terminals.
