The FRTIB is looking for a highly qualified and motivated individual to serve as a Business Management Specialist. This Job Opportunity Announcement (JOA) may be used to fill other Business Management Specialist, GS-1101-13 positions within the FRTIB in the same geographical location with the same qualifications and specialized experience.

Duties

As a Business Management Specialist you will be responsible for providing acquisition, business process and contracting advisory services. Typical duties of this position are: Serves as an authoritative advisor to the Office Director, Deputy, and other senior staff. Coordinates with financial management staff and other employees in establishing and maintaining office process and guidance for all phases of the acquisition cycle. Provides planning advice, support, and guidance to Office management with regard to identifying and meeting current and future acquisitions requirements in the most efficient and effective manner possible. Assists Office of Participant Experience (OPE) business leads in the development of business requirements as a precursor to development of acquisition documents. Monitors all aspects of the Offices' acquisition portfolio, participates in Operations Plan development, and prepares recommendations for management. Monitors contract costs from planning with Independent Government Cost Estimates (IGCE) through execution to ensure provision of appropriate funding levels. Serves as a Contracting Officer's Representative (COR) monitoring and assisting subject matter experts in performing contract oversight. Plans and performs research and analysis on complex business management and operational issues and functions that impact OPE's strategic business planning and accomplishment of programs and projects. Qualifications

To qualify for this position, applicants must meet the Specialized Experience as described below. Specialized Experience: Applicants must have at least one year of full-time specialized work experience comparable in scope and responsibility to the next lower-level equivalent to the GS-12 in the federal government. Specialized experience is defined as: (1) Coordinating the development and assembly of Purchase Requests (PRs) after working with program leads, other relevant staff and Offices; (2) managing procurement activity by providing administrative and procedural guidance for the acquisition cycle; (3) preparing budget inputs related to contracts (4) and coordination of compliance activities related to contracts; managing contracts and overseeing contractor activities. For more information about FAC-C certifications please click here. *Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Specialized experience must meet 52 weeks equivalent to the next lower grade level. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
