This position serves as a Lead Property Management Officer for the Forest Service. The position provides program direction, coordination, training, leadership, oversight and implementation of property program areas including personal property, real property and quarters management.

Duties
Responsibilities are listed at the full-performance level.
Manages a multi-forest and/or station personal property program that is consistent with Federal, Department of Agriculture and Forest Service regulations.
Exercises responsibility for the overall administration and coordination of the personal property inventory for assigned units.
Coordinates with unit resource staff and with budget and fiscal staff when decisions for capitalization of new real property projects are being considered.
Provides information and training to the Accountable Property Officers and ensures the inventory is completed timely and in accordance with inventory requirements.
Coaches the team in the selection and application of appropriate problem-solving methods and techniques, distributes and balances workload and tasks, and makes adjustments to accomplish the assignments in a timely manner.
Requirements

- Successful completion of one year probationary period, unless previously served.

Qualifications

Specialized Experience Requirement:
For the GS-9: You must have one year specialized experience equivalent to the GS-7 in the Federal service. Specialized experience is defined as the majority of the following: Performs a variety of routine property management duties, including reviewing proposed property acquisitions, assisting with inventories, managing property records, and disposing of or excessing property; provides advice on technical matters pertaining to personal and real property and quarters management; coordinates and manages real and personal property inventories; reviews policies and procedures for program conformance.

Master's or equivalent graduate degree
OR
2 full years of progressively higher-level graduate education leading to such a degree
OR
LL.B. or J.D., if related
OR
A combination of graduate level education that is directly related to the position and specialized experience. The education must have been obtained in an accredited college or university.
For the GS-11: You must have one year specialized experience equivalent to the GS-09 in the Federal service: Acquires, manages and excesses personal property; Manages and excesses real property; provides technical advice, guidance and counsel to assigned field units on property management activities; participates in a team or work group performing property activities.

Ph.D. or equivalent doctoral degree
OR
3 full years of progressively higher-level graduate education leading to such a degree
OR
LL.M., if related

A combination of graduate level education that is directly related to the position and specialized experience. The education must have been obtained in an accredited college or university.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
