You will serve as a Facility Operations Specialist in the Facilities Management and Sustainment (FM&S) Product Line Core or Public Works Department
(PWD). of NAVFAC ENGINEERING CMD MID-ATLANTIC.
Duties
You will ensure all facilities work is completed in a safe, healthy, and regulatory and policy compliant manner.
You will perform monitoring and inspection of all asbestos affected processes, management controls, and projects.
You will collect and record program data and costs, using corporate authoritative data management systems.
You will interface with regulators and coordinate field inspections to complete facility maintenance projects.
You will advise management and staff on interpretation of facilities policies, procedures, and laws.
You will advise management in the development of solutions for facilities asbestos related challenges.
You will advise and ensure that PWD personnel who work with, or encounter asbestos are properly trained.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time

- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
- You will be required to complete initial and annual asbestos certification training from a certified Environmental Training Center for asbestos program management technical support.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- You will be required to obtain and maintain State of Maine Asbestos Inspector, Asbestos Management Planner, Asbestos Contractor/Supervisor, and Asbestos Project Designer licenses within 18 months.
Qualifications
Position supports NAVFAC system command mission of facilities maintenance and sustainability by planning for and implementing a PWD-level asbestos program according to the Navy-wide Asbestos Program Management Manual corporate processes. Accreditations: The incumbent will be expected to obtain and maintain the following federal level asbestos accreditations; Inspector, Management Planner, Contractor/Supervisor, and Project Designer. Obtaining and maintaining these accreditations will require both initial and annual refresher course work. Initial accreditation is required within 18 months of employment. State level accreditations or licenses are generally not required for federal employees working at federal facilities. State level accreditations often require additional qualifications above the federal qualifications to include apprenticeship (e.g. performing a specified number of hours of experience under a licensed professional prior to an applicant being able to apply for a license) or state registration fees.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: : 1 - Communicate daily with customer and coordinating all maintenance services for assigned facilities. 2 - Screen all work requirements considering issues of safety, urgency, priority, health and security and recommend or initiate appropriate action to properly maintain the facility and minimize life cycle costs. 3 - Maintain budget oversight. Responsible for tracking estimates and expenditures and implementing controls necessary to keep budget execution in line. 4 - Review projects that impact assigned facilities in scope, complexity, and design to ensure that sound engineering principles are utilized and that work is compatible with existing facility systems and customer mission. 5 - Responsible for communicating customer concerns and desires so that proper customer focus will be incorporated in the funding decision making process. Makes recommendations for prioritizing projects to ensure that the needs of the tenants are met regarding mission requirements and other high impact or command interest issues. Answers customer concerns and questions regarding their facilities requirements. 6 - Knowledge of theories, principles, practices and techniques of environmental, safety and/or occupational health regulations (federal, state and local) and policies as they pertain to operations and sustainment of complexes of facilities (such as Navy installations). 7 - Knowledge of bulk material and air sampling, assessment, impacts, risks and controls. Basic understanding of building systems and interrelationships as well as potential environmental impacts and/or hazards related to building and facility sustainability issues & potential effects on meeting existing requirements. Knowledge allows effective identification of the facilities management processes affected or impacted in order to determine regulatory applicability of various personnel groups, operations, and resources. 8 - Knowledge in meeting requirements of environmental compliance management practices to avoid or correct legal implications of non-compliance. 9 - Knowledge of monitoring and research of regulatory and industry practice development.
