You will serve as the Lead of the Quality Engineering and Assurance Team in the Safety/Quality Engineering and Assurance Branch (SA-D1), Launch Services Division of the Safety and Mission Assurance Directorate. You will be responsible for providing leadership and guidance to Quality Engineers involved in supporting Expendable Launch Vehicles acquired by and/or supported/sponsored by the Launch Services Program and their respective payloads.
Duties
Establishes, maintains, evaluates quality assurance programs through all phases of development of aeronautical/aerospace systems, launch vehicles, spacecraft, payloads, and associated ground support equipment from design through operational use.
Articulates and communicates to the team the assignments, projects, problems to be solved, actionable events, milestones, program issues under review, and deadlines and time frames for completion.
Identifies, distributes, and balances workload and tasks among employees in accordance with established workflow, skill level, and/or occupational specialization.
Makes adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks, and ensures each employee has an integral role in developing the final team product.
Monitors and reports on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisor's instructions on work priorities, methods, deadlines, and quality have been met.
Prepares reports and maintains records of work accomplishments and administrative information, as required, and coordinates the preparation, presentation, and communication of work-related information to the supervisor.
Estimates and reports to the team on progress in meeting established milestones and deadlines for completion of assignments, projects, and tasks. Ensures all team members participate in planning for achievement of team goals and objectives.
Consults with management and project personnel in preparing technical requirements and criteria for complex or high value projects relating to Launch Services Providers Quality Programs.

Requirements

Qualifications
In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.
NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
Managing projects or serving on teams related to commercial launch programs and advising senior colleagues and agency officials on progress and milestones;
Supporting quality assurance programs or evaluating all phases of the development of aerospace systems, launch vehicles, spacecraft, payloads, or associated ground support equipment, from design through operational use;
Implementing NASA requirements and processes, including insight of contractors or commercial programs for an aerospace program or project.

Education
Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus.
If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.
Degrees in engineering technology are
not considered qualifying for this position.
