Duties
Duties are listed at the full performance grade level.
Provides leadership and/or functional direction related to mail services, communications, building security, directives, forms/reports, office machine operations, travel services, transportation, and/or related work.
Initiates and coordinates submission of personnel actions to include onboarding/off boarding, performance ratings, employee orientation, payroll assistance, and/or volunteer program matters.
Plans and performs general property management support services, such as maintenance and disposal of equipment.
Responsible for budget planning, work planning, budget formulation, budget tracking, and/or staff cost tracking for a unit or organization.
Purchases supplies or equipment, verifies purchase order receipts, and follows up on invoices and/or other payment documents for a unit or organization. Advises staff on availability of procurement funds.
Provides technical and administrative supervision to subordinate employees. Plans work to be accomplished, sets and adjusts short-term priorities and prepares schedules for completion of work.
Requirements

Qualifications

For the GS-07 grade level: Applicants must have one year of specialized experience equivalent to at least the GS-06 grade level; OR one full academic year of graduate-level education with a major study in public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position; OR a combination of successfully completed graduate-level education and specialized experience.
Specialized experience for the GS-07 grade level is defined as two or more of the following: interacting with the public and providing customer service to collect monies from the sale of goods, permits, passes, or services, and performing accounting, balancing, reconciling, and accurate record keeping of company funds; and/or using office automation and technology (i.e., various software/database applications) for organizational tracking, reporting purposes, or preparation of correspondence; and/or purchasing a variety of supplies/services/equipment with a company credit card or purchase order and maintaining a complete auditable trail for all transactions.
For the GS-08 grade level: Applicants must have one year of specialized experience equivalent to at least the GS-07 grade level; OR two full academic years of graduate-level education or a master's or equivalent graduate degree with a major study in public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position; OR a combination of successfully completed graduate-level education and specialized experience.
Specialized experience for the GS-08 grade level is defined as two or more of the following: preparing budget requests and monitoring expenditures for administrative operations, front desk operations, and/or facility maintenance in an automated system; and/or preparing, controlling, coordinating, and assembling information for procurement documents; and/or updating and maintaining a database for real property management, records and correspondence management.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
