EEO Investigators play an essential role in resolution of complaints of discrimination. EEO Investigators analyze claims of discrimination, determine investigation strategies, interview complainants, managers and witnesses, gather critical documents and develop Reports of Investigation containing all relevant evidence. For investigators to succeed, they must have knowledge of the EEO laws and regulations, sound judgment, strong communication skills, ethical standards, and empathy.
Duties
Responsible for conducting EEO investigations regarding complaints of employment discrimination filed against the National Institutes of Health by engaging in the following activities:
1. Analyzing EEO complaint allegations, Counselor's Reports, and relevant EEO complaint file documents to determine scope of EEO investigation and theories of discrimination alleged.
2. Developing an investigative plan. This will include planning witnesses to be called, outlining questions to ask, and determining the documents that must be requested.
3. Liaising with agency officials to collect documentary evidence.
4. Collecting complainant's statements, witness lists, and rebuttal statements.
5. Interviewing all management officials and relevant witnesses.
6. Preparing affidavits and getting the affidavits signed and returned by Witnesses.
7. Compiling the investigative report.
8. Writing a summary of each investigation.
9. Reviewing Reports of Investigation submitted by other investigators to determine legal sufficiency.
10. Leveraging experience to assist team members with investigation plans and strategies.
Additionally, staff will be responsible for:
1. Training agency officials and managers.
2. Data collection and reporting.
3. Projects related to furthering the Mission of the Office of Diversity, Equity and Inclusion
Requirements
- U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications
To qualify for this position at the GS-13 level your resume must document 1 year of specialized experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: conducting projects such as legal research and analysis of court cases or administrative decisions to resolve broad, difficult, or complex employment or federal civil rights related matters through fact finding, legal analysis, or consulting efforts; providing employees and managers with legal research, legal analysis, or reports of investigations pertaining to employment matters or civil rights laws and regulations; preparing legal briefs, memoranda, and reports of investigations concerning anti-discrimination laws, regulations, or EEO directives; AND experience questioning and interviewing individuals in legal matters.
