This position is located in the USDA Forest Service (FS) within the Chief Financial Officer (CFO) organization. This incumbent is responsible for implementing, operating, and maintaining an integrated financial information system responsive to user and customer needs.

Duties

Interprets and applies regulations, laws, policies, and guidelines applicable to financial management ensuring no possible violations of these guidelines.
Acts as a technical expert and assists other lower graded employees in problem solving, work efficiencies, and proper balancing of work within teams.
Reviews data in reports and financial statements and identifies abnormal trends and control weaknesses.
Reviews and analyzes financial reports generated by the financial system and determines compatibility of each with plans, prior month status, other relevant reports, and the general ledger.
Analyzes processing flows, integration of external system interfaces and internal subsystem modules, and recommends improvements in control techniques.
Performs a variety of analytical work involved in identifying, researching, analyzing and monitoring financial management records.
Requirements

Qualifications

For the GS-11 level: You must have one year of specialized experience equivalent to the GS-9 level. Specialized experience is defined as two or more of the following: Performing analysis of the budget and assisting with procedural program planning and analysis duties; and/or reviewing and coordinating accounting documents such as obligations, payments, corrections, adjustments, receivables, apportionments, and allotments; and/or preparing a variety of management reports covering the status of funds, expenses, and obligations.
OR Ph.D. or equivalent doctoral degree,
OR 3 full years of progressively higher-level graduate education leading to such a degree,
OR LL.M., if related.
For the GS-12 level: You must have one year of specialized experience equivalent to the GS-11 level. Specialized experience is defined as three (3) or more of the following: ensuring compliance with generally accepted accounting and financial management principles and standards; and/or planning and conducting financial management analyses of complex, interrelated administrative processes; and/or reviewing and analyzing financial reports generated by the financial system and determining compatibility of each with plans of the unit; and/or analyzing the effect of new or revised regulatory changes and developing applicable procedures.
Equivalent combinations of Specialized Experience and Graduate Education: Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-09 and GS-11. To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100% to qualify. Graduate level education must demonstrate the competencies necessary to do the work of the position.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
