This position is part of the Southwestern Indian Polytechnic Institute, Bureau of Indian Education (BIE). As a Financial Analyst (Grants) you will be responsible for providing funds control and accounting support. Perform funds management for a variety of grants for the college.
Duties
As a Financial Analyst (Grants)GS-0501-11, your typical work assignments may include the following:
Perform funds management analyst duties specific to a wide variety of grant monies for the college.
Respond to general and specific financial management inquiries from the principal investigators, project and program managers and leaders, funders and the Bureau of Indian Education.
Assist project managers and officials with the development and formulation of funds request segment of the grant proposals and supporting documentation for programs and projects, which are all grant funded.
Review and edit funding proposals submitted by project managers of officials for compliance with rules, regulations, policies and procedures prescribed by the Federal government and funding sources.
Establish and maintain internal controls of grant monies for the special projects, received form a number of and different funding sources, governed by different guidelines and reporting requirements to effectively support project audits and respond to questions or findings.
Assist with processes and work with grant organizations on compliance issues related to funding agency or organization regulations and standards, and monitors adherence to college administrative, fiscal and accounting policies, procedures, and fiscal reporting related to grant proposals and funding.
Requirements

- Appointment may be subject to a 2 year trial or 1 year probationary period.
- Valid state-issued Drivers License is required.
- Selective Service Registration is required for Males born after 12/31/1959.
- Term appointments do not confer competitive/permanent status (5 CFR part 316).
Qualifications
Applicants must meet the qualification requirements contained in the OPM Standards. For this position, they are listed below.
SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
GS-11 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 level in the Federal service. Specialized experience for this position includes: Providing advisory services and assistance in the planning and development stages of grant funds; preparing funds request estimates and justifications; monitoring obligations and expenditures throughout the execution phase to meet financial management objectives.
OR
Applicant must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level education leading to such as degree or LL.M., if related.
OR
Combination of successfully completed graduate level education beyond the second year of progressive graduate study and specialized experience that together meets 100% of the qualification requirements for the position.
