This position is located in the Environmental Management Service (EMS) at VA Roseburg Health Care System - Roseburg VA Medical Center in Roseburg, OR. The Environmental Care Specialist function as the administrative official with responsibilities that reach into all organizational elements of Roseburg VA Health Care System regarding Environmental Management Programs.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** The Environmental Care Specialist is responsible for developing, implementing and maintaining a formal, comprehensive Quality Assurance program encompassing all functions and programs for which Environmental Management Service has responsibility; and monitoring all aspects of the Sanitation, Infection Control, Waste Management, Pest Control, Textile Care Plant, Service Contracts and a large housekeeping (day to day and maintenance) functions. Major duties and responsibilities include but not limited to: Accepting and supporting the guiding principles of EPS, VACO and all other regulatory bodies that govern Roseburg VA Health Care System Contributing to team initiatives and continuously striving to improve the effectiveness of the team effort Working closely with the Chief EMS and Assistant Chief EMS, Sanitation Foreman and Textile Care Foreman to assure close outstanding coordination of the Environmental Management Service functional activities with the overall healthcare systems mission and function Participating in external reviews, coordinates EMS's input and follows up on multidisciplinary evaluations Keeping all recordkeeping pertaining to departmental training program for all EMS employees and Compensated Work Therapy (CWT) workers Establishing a data collection system for all waste management activities, which activities in the medical center waste stream include: (1) various types of recyclable waste, (2) potentially contaminated (red bag) waste, (3) non-contaminated (non-red bag) waste Serving as the service's continuing education coordinator and maintaining records of training provided to all EMS employees and assuring attendance requirements are met Establishing proficiency criteria for all EMS positions to be able to gauge if current education levels are adequate and recommend potential educational initiatives to ensure continued proficiency of EMS staff in assigned roles Responsible for integrating quality assurance requirements with individual employee performance standards Meeting with all service supervisors on a regular basis to advise the supervisors of the status for required inspections Assisting the Chief EMS and Assistant Chief EMS in Interior Design activities to include coordinating system furniture installations, flooring installations, wayfinding signage and various other interior design duties Collecting multiple levels of data for the completion of mandatory reporting including other VACO non-recurring reports Serving as one of the EMS Fund Control Point Requestor making needed purchases for Housekeeping, Textile care and interior design operational needs Assisting and/or informing engineering service of all EMS equipment PM schedules and purchases replacement parts as needed. Manages all EMS equipment work orders, lifecycles of equipment, and replacement plans Planning and accomplishing special projects as assigned by the Assistant Chief, EMS Working closely with the GEMS manager to ensure compliance on all EMS regulatory directives Work Schedule: Monday to Friday; 08:00 a.m. to 04:30 p.m. Recruitment & Relocation Incentives: Not authorized Financial Disclosure Report: Not Required

Qualifications

Minimum Requirement: The following are minimum requirements for appointment as an Environmental Care Specialist in the Veterans Health Administration (VHA), which all applicants must met. Specialized Experience (GS-09): You must have one (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (i.e., GS-07) in the normal line of progression for the occupation in the organization. Qualifying examples of specialized experience would typically include but are not limited to: performing or assisting with administrative duties in employee training, performance evaluation, and/or procurement process, organizational performance improvement plans of the Environmental Management Service; applying a working knowledge of the Environmental Management Service and its subsections as it relates to the administrative and quality assurance support programs; and collecting data and preparing reports as it relates to the environmental sanitation and/or commercial housekeeping programs. OR, Education (GS-09): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. NOTE: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. OR, Combination (GS-09): Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education as described above. Only graduate education in excess of the amount required for the next lower grade level (i.e., 1 full year of graduate level education) may be used to qualify applicants for positions at grades GS-9. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The physical demands of the position may require some lifting, continuous walking, standing, stooping, bending and lifting, less than 15 pounds. Work at times will also be sedentary and is performed in an office setting. Incumbent usually works indoors, in areas, which normally have adequate heat, light and ventilation. Incumbent works with chemicals, which require appropriate personal protective equipment, such as gloves and goggles. Incumbent may be exposed to occasional noise, skin irritations, cuts and bruises; as well as, vibration from heavy equipment, and must be careful to avoid injury while using equipment and tools. Incumbent must be constantly aware of safety requirements and healthcare infection control practices. Incumbent must exhibit professionalism and courtesy daily in dealing with VA patients, fellow employees, visitors and volunteers.
