The Assistant Chief, Clinical Support Services serves as a full staff official to the Chief, Clinical Support Services and is delegated full authority to act on operational and procedural matters pertaining to the Clinical Support Service, including the management of the two Section Chiefs (1- Inpatient Administration & 1- Outpatient Administration), oversight of the MSA Supervisors & Lead AMSAs, the Program Analyst, and all support staff within the department in lieu of the Chief.
Duties
Acts independently to determine the needs of staff (including their professional development).
Conducting higher level planning, management, and oversight of an effective system of scheduling operations through employee engagement & professional development opportunities created within the service.
Exercises line responsibility for the clinical support administration's management of a robust healthcare delivery system.
Acts as a 1st & 2nd level approver/ supervisor for the Clinical Support Services & directly supervises employees at the grade of GS-9 and below.
Works with staff internal & external to Clinical Support Services to develop multi-year and longer and short-range plans to ensure medical administrative needs are met.
he Assistant Chief assists the Chief, Clinical Support with the overall planning, development, implementation, direction, control, and oversight of activities of all program elements within Clinical Support Services in support of the facility's access to and delivery of care to our Veteran patients in support of the facility's healthcare objectives.
Responsible for ensuring the multiple functions of Clinical Support Services meet regulatory and compliance guidelines as well as mandated goals established by the Medical Center, VISN and VHA. The incumbent uses critical thinking to interpret and apply federal laws relating to determination of eligibility for hospitalization, outpatient care and related services and benefits to establish their impact on the medical center.
The incumbent acts as a 1st and 2nd level supervisor for the Clinical Support Services. Manages work within the PACT/Primary Care Clinic by supervising, planning assignments, setting, and adjusting short- and long-term priorities, and sets the schedule for work for their (3) Three direct reports- MSA Supervisors that directly reports to them.
The incumbent writes/ re-describes position descriptions/functional statements, conducts performance appraisals & 2nd line approves the performance ratings of the staff that fall to the section chiefs, and coaches, counsels, and mentors' subordinates. Gives advice, counsel, or instruction to employees on both work and administrative matters.
The incumbent plans, directs, and coordinates functions within the service line, including patients access to care, book ability of providers and clinical staff with the support of GPM clinical access teams, health information management service (medical records, coding, and release of information), and the clinical informatics team for template building within CPRS & Cerner in support of the Veteran patients.
The incumbent works with the Chief of Clinical Support, as well as other members in Clinical Support Service frontline leadership to develop multiyear and longer and short-range plans by coordinating with all areas of the VHADET to ensure medical administration needs are met.
Regularly contacts individuals and groups representing local and State governments, congressional offices, and veteran service organizations, members of local and national bargaining units, contractors, attorneys and Veterans and their representatives for a variety of reasons.
Work Schedule: Monday - Friday, 7:30am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/17/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS11 position you must have served 52 weeks at the GS09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Applying a strong working knowledge with eligibility criteria for many different areas, such as, prosthetic devices, medications, dental care, outside referrals and any special procedure, which may be necessary or requested. Motivate staff while ensuring compliance with the union contract and VHA policy. Using investigative skills, interpersonal skills, creativity, and sound judgment to develop a plan for redesigning the Call Center in a new way that have not yet been conceived. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree Or 3 full years of progressively higher level graduate education leading to such a degree Or LL.M., if related (TRANSCRIPT REQUIRED).

Physical Requirements: This is a primarily sedentary position, but the work requires some walking, bending, stooping, and carrying of light objects such as manuals, documents, etc. Concentration and sustained performance under prolonged stress is required because of the time factors involved in completion of work assignments within deadlines.
