This position is part of the, African Development Foundation. The incumbent serve as a contract specialist and perform contracting and related work to satisfy agency requirements.
Duties
Procures a wide range of services and/or supplies, utilizing a variety of acquisition methods and vehicles.
Manages the acquisition of services with a high degree of uncertainty during performance, complicated work breakdown, schedules with significant interdependence of work elements creating considerable possibilities for schedule slippage.
Consults with and supports internal and external agency customers, as well as companies that have submitted offers and those currently under contract providing technical advice on contracting matters.
Performs all contract work, including pre solicitation, solicitation, contract award and close out.
Reviews and analyzes requests for procurement, revising the work statements, drawing or specification as necessary.
Plans, negotiates, leads and/or administers complex procurements of goods, systems, or services with specialized state-of-the-art, critical, or scare requirements and characterized by a lack of any previous cost date.
Develops pre negotiation position, including advising other agency personnel involved in negotiations on the development of a pre negotiation position.
Develops and/or reviews complex contractual pricing arrangements and incentives characterized by multiple incentives requiring sophisticated contracting techniques, sharing arrangements such as cost-plus-incentive-fees or fixed-price-incentive-fees.
Qualifications
All applicants must meet one of the following:
A 4-year course of study leading to a bachelor's degree with a major in any field.
OR
24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Exception: Employees in the GS-1102 positions will be considered to have met the standard for positions they occupied on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.

The unofficial transcripts must be legible and include your name, major, school name/location, course title/number, date completed, grade, number of credits earned, and degree(s) conferred. If selected, official transcripts will be required prior to establishing an entrance on duty date.
AND
One year of specialized experience that is equivalent in difficulty and complexity to the GS-12 level in the Federal service. Specialized experience includes: (1) Performing the full range of highly complex pre award and post-award activities on various contract types such as fixed price, economic price adjustment, various cost type contracts, requirements contracts, performance based acquisitions, and multiple award schedules, (2) Performing acquisition planning including market research and knowledge of a wide variety of contracting methods that satisfy mission needs and meet customer requirements, (3) Advising Contracting Officer Representatives and advising customers on procurement preparation and development of contractually acceptable specifications, work statements, and quality assurance criteria, (4) Reviewing procurement requests to assure clarity, adequacy, and completeness, and (5) Reviewing contract terms and technical specifications to identify any special requirements, (6) Leading contracting professionals and providing contracting services for the acquisition of a wide range of supplies and services.
Possession of Federal Acquisition Certification - Contracting (FAC-C) (Professional) Certification on entry on duty. This document must be submitted with your application to be considered for the GS-12 level.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
