The primary purpose of this position is: To serve as a command headquarters level senior program analyst, applying AF military rated aviator experience, to plan, organize, and determine necessary policies, regulations, directives, programs, doctrine, and procedures for the establishment and maintenance of certain assigned Combatant Command and Air Component programs.

Duties

Applying Air Force military rated aviator experience, analyzes, develops, and evaluates detailed plans, goals, and objectives for long-range implementation of assigned Combatant Command and Air Component programs. Documents planning and programming decisions in appropriate formats to meet Air Force and Combatant Command requirements. Using AF military rated aviator experience, actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques. Performs Government Flight Representative (GFR) and Contracting Officer Representative (COR) responsibilities. Exercises supervisory personnel management responsibilities.

  • Rated military aviator experience meeting the definition in AFI 11-402 (Aviation and Parachutist Service, Aeronautical Ratings and Aviation Badges) and AFI 11-412 (Flying Operations-Aircrew Management) is required.
  • Position requires a Top Secret clearance. Employee must be able to attain/maintain appropriate clearance level.
  • This is a drug testing designated position. Employee is subject to random testing for drug use.
  • Employee must be available for recall to duty station on short notice in support of war/crisis/exercise operations.
  • Employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.

Qualifications

Conditions of Employment cont... This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternatives for filling of the position during an emergency are not available. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series, 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of a wide range of qualitative and quantitative methods for the assessment and improvement of critical command plans and programs for participating in or conducting major operations such as Counterdrug Detection and Monitoring, both airborne and ground-based, flight and mission, mobilization, flying weapons systems both manned and unmanned, foreign military sales, PPBS, acquisition, contingency, and long-range strategy for the beddown of new aircraft rebasing concepts, tactical and strategic airlift, or similar operations; Skill in designing and conducting comprehensive studies where boundaries are extremely broad and difficult to determine in advance, and developing solutions to broad, important, and severe command operational and contingency problem sets. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Mastery of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as Counterdrug Detection and Monitoring, both airborne and ground-based, flight and mission, mobilization, flying weapons systems both manned and unmanned, foreign military sales, PPBS, acquisition, contingency, and long-range strategy for the bed down of new aircraft rebasing concepts, tactical and strategic airlift, or similar operations. Expert knowledge of Air Force and Combatant Command program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of joint military and interagency operations and evaluations. Expert knowledge of and the ability to apply Air Force military rated aviator (e.g. pilot, navigator) expertise as it applies to assigned programs (including DCMA 8210.1C-directed Government Flight Representative (GFR) activities); and assigned detection and monitoring weapons systems. Flight instructor/evaluator experience highly desired. DCMA GFR certification is desired. If not currently certified as a GFR, certification must be accomplished within 120 days of hiring. Ability to plan, organize, and direct the functions and staff of a small to medium-sized organization and/or functional team; plan, organize, and lead others in studies or projects and to negotiate complex issues effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures; and communicate effectively, both orally and in writing, and maintain good working relationships. Skill in designing and conducting comprehensive studies; and preparing solutions to especially broad, important, and severe military and interagency operational and contingency areas. Knowledge of Contracting Officer Representative (COR) duties and responsibilities IAW FAR 1.604, DFARS PGI 201.602, AFFARS MP 5301.602-2(d), and DoDI 5000.72. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
